By leave, Mr. Reid, Chairperson of the Standing Committee on Industrial Relations presented its First Report, which was read as follows:

Your Committee met on Monday, December 6, 1999 at 10:00 a.m. in Room 255 of the Legislative Building to consider Bills referred.

At the December 6, 1999 meeting, your Committee elected Mr. Reid as Chairperson and Ms. Korzeniowski as Vice-Chairperson.

Your Committee has considered:

Bill (No. 3) – The Retail Businesses Holiday Closing Amendment Act; Loi modifiant la Loi sur les jours fériés dans le commerce de détail

and has agreed to report the same without amendment.

On motion of Mr. Reid, the Report of the Committee was received.

Hon. Ms. McGifford, the Minister responsible for the Status of Women made a statement regarding today, December 6, 1999, being National Day of Remembrance Respecting Violence Against Women,

Mrs. Dacquay and, by leave, Hon. Mr. Gerrard commented on the statement.

His Honour, PETER LIBA, Lieutenant Governor of the Province of Manitoba, having entered the House at 2:50 p.m., and being seated on the Throne:

Mr. Speaker addressed His Honour in the following words:

May it please Your Honour:

The Legislative Assembly, at its present session, passed a Bill, which in the name of the Assembly, I present to Your Honour and to which Bill I respectfully request Your Honour's Assent:

          (No. 3) – The Retail Businesses Holiday Closing Amendment Act; Loi modifiant la Loi sur les jours fériés dans le commerce de détail

To this Bill the Royal Assent was announced by the Clerk of the Legislative Assembly as follows:

"In Her Majesty's Name, His Honour the Lieutenant Governor doth assent to this Bill."

At 2:52 p.m., His Honour was then pleased to retire.

The House resumed the Interrupted Debate on the Proposed Motion of Ms. Allan:

For an Address to His Honour the Lieutenant Governor in answer to His Speech at the Opening of the Session.

And on the Proposed Amendment of Mr. Filmon:

THAT the Motion be amended by adding to it after the word "Manitoba" the following words:

BUT this House regrets that this government has failed to meet the goals and needs of Manitobans by its

      (a) failure to provide a plan or vision for the Province of Manitoba to ensure we continue to enjoy the economic successes of the last decade; and

      (b) failure to commit to fiscal responsibility by not committing to balance the budget this year and every year as promised in the recent provincial election; and

      (c) failure to commit to maintaining all provisions of the toughest balanced budget legislation in Canada; and

      (d) failure to provide any meaningful measures to maintain economic growth and reduce taxes; and

      (e) failure to provide a jobs strategy so that Manitoba continues to lead the country in job growth and low unemployment; and

      (f) failure to help people help themselves by proclaiming workfare legislation that would assist welfare recipients to find jobs;

AND HAS THEREBY lost the trust and confidence of the people of Manitoba and this House.

And the debate continuing on the amendment,

And Mr. Struthers concluding his remarks,

And Messrs. Schuler, Aglugub and Helwer, Ms. Asper and Mr. Reimer having spoken,

And Mr. Nevakshonoff speaking at 5:50 p.m.

The debate was allowed to remain in his name.

The House then adjourned at 5:50 p.m. until 10:00 a.m. Tuesday, December 7, 1999.
