By leave, Ms. Cerilli, Chairperson of the Standing Committee on Municipal Affairs presented its First Report, which read as follows: Your Standing Committee on Municipal Affairs presents the following as its First Report. Your Committee met on Tuesday, December 14, 1999 at 10:00 a.m. in Room 255 of the Legislative Assembly to consider Bills referred. Your Committee elected Ms. Cerilli as its Chairperson, and Mr. Smith (Brandon West) as its Vice-Chairperson. Your Committee heard representation on Bills as follows: Bill (No. 2) – The City of Winnipeg Amendment Act; Loi modifiant la Loi sur la Ville de Winnipeg Mayor Glen Murray City of Winnipeg Your Committee has considered: Bill (No. 2) – The City of Winnipeg Amendment Act; Loi modifiant la Loi sur la Ville de Winnipeg and has agreed to report the same without amendment. On motion of Ms. Cerilli, the report of the Committee was received. ______________________________ Hon. Ms. Mihychuk presented: Annual Report of the Department of Energy and Mines for the fiscal year ending March 31, 1999. (Sessional Paper No. 113) ______________________________ Hon. Mr. Lathlin presented: Annual Report of the Department of Northern Affairs for the fiscal year ending March 31, 1999. (Sessional Paper No. 114) ______________________________
The following Bills were, by leave, respectively introduced and read a First Time: (No. 5) – The Wildlife Amendment Act; Loi modifiant la Loi sur la conservation de la faune (Hon. Mr. Lathlin) (No. 6) – The Water Resources Conservation and Protection and Consequential Amendments Act; Loi sur la conservation et la protection des ressources hydriques et modifications corrélatives (Hon. Mr. Lathlin) ______________________________ During Oral Questions, Mr. Laurendeau rose on a point of order regarding the words "Godfather of frozen foods" used in reference to the Honourable Member for Lac du Bonnet spoken by the Honourable First Minister, WHEREUPON Hon. Mr. DOER voluntarily withdrew his remarks. ______________________________ By leave, it was agreed to proceed with the following items of House business, not listed on the Order Paper: Report Stage and Third Reading of Bill (No. 2) – The City of Winnipeg Amendment Act; Loi modifiant la Loi sur la Ville de Winnipeg, the Recall Motion and the Motion respecting the Clerk of the Legislative Assembly, Mr. Binx Remnant. ______________________________ Pursuant to Rule 20(1), Mrs. Driedger, Messrs. Mr. Mackintosh moved: THAT Bill (No. 2) – The City of Winnipeg Amendment Act; Loi modifiant la Loi sur la Ville de Winnipeg, be now read a Third Time and passed. And a debate arising, And Hon. Ms. Friesen having spoken, And the Question being put, It was agreed to. The Bill was accordingly read a Third Time and passed. ______________________________
By leave, Hon. Mr. Mackintosh moved: THAT when the House adjourns today it shall stand adjourned until a time fixed by Mr. Speaker, upon the request of the government. And the Question being put, It was agreed to. ______________________________ Hon. Mr. Mackintosh moved: THAT, in the case of all bills referred to committees of this House during the present Legislature and proceeding to enactment, Legislative Counsel be given the authority to take the following steps at any point before publication of the Acts: (a) change all section numbers and internal references necessary to give effect to amendments to bills adopted by this House and its committees; and (b) without in any way altering the intended legal meaning, make minor changes to bills to correct obvious errors, like spelling, numbering, cross-referencing and capitalization errors, and to correct punctuation and formatting that is not consistent with Manitoba style. THAT the Legislative Counsel be required to mark all changes made pursuant to this authority in red ink in the affected blue bills as soon as possible after the end of each Session. And the Question being put, It was agreed to. ______________________________ By leave, Hon. Mr. Mackintosh moved: WHEREAS W.H. (Binx) Remnant has provided devoted and exemplary public service to members as the Clerk of the Legislative Assembly for 17 years; THEREFORE BE IT RESOLVED that the Legislative Assembly express its appreciation to W.H. (Binx) Remnant for his years of service; and THEREFORE BE IT FURTHER RESOLVED that the Legislative Assembly extend to Mr. Remnant the privilege of access to the Loges of the House. And Hon. Mr. Mackintosh, Mr. Laurendeau, Hon. Messrs. Gerrard and Ashton and Mr. Rocan having spoken, And the Question being put, It was agreed to. ______________________________ His Honour, PETER LIBA, Lieutenant Governor of the Province of Manitoba, having entered the House at 3:01 p.m., and being seated on the Throne: Mr. Speaker addressed His Honour in the following words: May it please Your Honour: The Legislative Assembly, at its present session, passed a Bill, which in the name of the Assembly, I present to Your Honour and to which Bill I respectfully request Your Honour's Assent: (No. 2) – The City of Winnipeg Amendment Act; Loi modifiant la Loi sur la Ville de Winnipeg To this Bill the Royal Assent was announced by the Clerk of the Legislative Assembly as follows: "In Her Majesty's Name, His Honour the Lieutenant-Governor doth assent to this Bill." At 3:02 p.m., His Honour was then pleased to retire. ______________________________ Hon. Mr. Mackintosh moved: THAT this House do now adjourn. And the Question being put, It was agreed to. ______________________________ The House then adjourned at 3:05 p.m.
