LEGISLATIVE ASSEMBLY OF MANITOBA

VOTES AND PROCEEDINGS No. 39

FIRST SESSION, THIRTY-SEVENTH LEGISLATURE

PRAYERS

1:30 O’CLOCK P.M.

 

Immediately following Prayers, Mr. Laurendeau rose on a matter of privilege and moved:

THAT the termination of the audio broadcast by the Minister of Consumer and Corporate Affairs, the Minister of Northern and Aboriginal Affairs and the Minister of Highways and Government Services, of the Committee of Supply being held in the Chamber on Thursday, June 1, 2000, without any knowledge of the House or its Presiding Officer, is a contempt of this House;

THAT the Minister of Consumer and Corporate Affairs, the Minister of Northern and Aboriginal Affairs and the Minister of Highways and Government Services apologize to this House for their actions and the actions of their departments in bringing into question the dignity and honour of the House; and

THAT this matter be referred to the Standing Committee on Privileges and Elections for a complete review; and

THAT the Committee provide recommendations to the House for further action in order to prevent similar action from happening in the future.

And Hon. Mr. Ashton, Mr. Praznik and Hon. Mr. Gerrard having spoken,

WHEREUPON Mr. Speaker informed the House he would take the matter under advisement.

The following petition was presented:

Mrs. Driedger – Legislative Assembly of Manitoba urge the government to hold plebiscites in affected communities before any new gaming licences are issued in the Province of Manitoba (C. Vandale, C. Young, J. Moore and others)

The following petition was read and received:

Mrs. Dacquay – Minister of Justice encourage the Government of Manitoba to continue partnering with schools and law enforcement to ensure Winnipeg Police Athletic Clubs provide recreational and athletic activities. (W. Jenner, C. Jenner, W. Donnelly and others)

Prior to Presenting Reports by Standing and Special Committees, Mr. Laurendeau rose on a point of order regarding that he should have stated the Minister of Culture, Heritage and Tourism instead of the Minister of Highways and Government Services in the matter of privilege raised earlier,

And Hon. Mr. Ashton having spoken to the point of order,

WHEREUPON Mr. Speaker ruled there was no point of order.

Mr. Santos, Chairperson of the Committee of Supply, presented the Report of the Proceedings of the Committee of June 1, 2000 as follows:

IN THE COMMITTEE

The following Resolutions were adopted:

10.1 RESOLVED that there be granted to HER MAJESTY a sum not exceeding FOUR MILLION, THREE HUNDRED TEN THOUSAND, FOUR HUNDRED DOLLARS for INDUSTRY, TRADE AND MINES:

ADMINISTRATION AND FINANCE $4,310,400.00

for the fiscal year ending the 31st day of March, 2001.

10.2 RESOLVED that there be granted to HER MAJESTY a sum not exceeding TWENTY-SIX MILLION, TWO HUNDRED FIFTY-FOUR THOUSAND, NINE HUNDRED DOLLARS for INDUSTRY, TRADE AND MINES:

BUSINESS SERVICES $26,254,900.00

for the fiscal year ending the 31st day of March, 2001.

 

10.3 RESOLVED that there be granted to HER MAJESTY a sum not exceeding SIX MILLION, FIVE HUNDRED FIFTY-TWO THOUSAND, EIGHT HUNDRED DOLLARS for INDUSTRY, TRADE AND MINES:

MINERAL RESOURCES $6,552,800.00

for the fiscal year ending the 31st day of March, 2001.

10.4 RESOLVED that there be granted to HER MAJESTY a sum not exceeding TWO MILLION, FOUR HUNDRED SIXTY-THREE THOUSAND, FOUR HUNDRED DOLLARS for INDUSTRY, TRADE AND MINES:

COMMUNITY AND ECONOMIC DEVELOPMENT $2,463,400.00

for the fiscal year ending the 31st day of March, 2001.

10.5 RESOLVED that there be granted to HER MAJESTY a sum not exceeding FOUR HUNDRED SEVENTY-SEVEN THOUSAND, EIGHT HUNDRED DOLLARS for INDUSTRY, TRADE AND MINES:

AMORTIZATION OF CAPITAL ASSETS $477,800.00

for the fiscal year ending the 31st day of March, 2001.

Resolutions were reported.

Report was received and the Committee of Supply obtained leave to sit again.

Ms. Mihychuk introduced Bill (No. 31) – The Electronic Commerce and Information, Consumer Protection Amendment and Manitoba Evidence Amendment Act/Loi sur le commerce et l'information électroniques, modifiant la Loi sur la protection du consommateur et la Loi sur la preuve au Manitoba, and outlined the purposes thereof, it was read a First Time.

WHEREUPON Mr. Speaker informed the House he would take the matter under advisement.

During Oral Questions, Hon. Mr. Ashton rose on a matter of privilege and moved:

THAT this House ask the Opposition House Leader to withdraw his accusations that alleged the three members of the Executive Council had directed that a news conference on Gaming on Thursday be broadcast instead of Committee when this has been the practise the last several years.

And Messrs. Laurendeau and Faurschou having spoken,

WHEREUPON Mr. Speaker informed the House he would take the matter under advisement.

Prior to Orders of the Day, Mr. Rocan rose on a point of order regarding the word "falsehood" spoken during a point of order raised on May 23, 2000,

Mr. Rocan voluntarily withdrew his comments.

By unanimous consent, the sequence for consideration for estimates, as outlined in Sessional Paper No. 138 tabled on May 17, 2000, and subsequently amended, was further amended in order that Agriculture and Food be considered in the Chamber until further notice.
