Mr. Santos, Chairperson of the Committee of Supply, reported progress having been made on June 19, 2000.

IN THE COMMITTEE

In the section of the Committee of Supply sitting in Room 254, on Monday, June 19, 2000, considering the estimates of the Department of Culture, Heritage and Tourism, a ruling of the Chair, respecting a motion moved by Mr. Maguire which was found to be out of order, was challenged. A voice vote was held, whereupon a counted vote was requested and Members sitting in Room 254 and Room 255 returned to the Chamber. A counted vote was held, which sustained the ruling (29-18).

Following Oral Questions, Mr. Speaker made the following ruling:

During Oral Questions on Thursday, May 18, 2000, I took under advisement a point of order raised by the Deputy Government House Leader concerning the use of the word "dishonest" allegedly spoken by the Honourable Member for Tuxedo while addressing a question. The Deputy Government House Leader and the Official Opposition House Leader spoke to the point of order. I took the matter under advisement to peruse Hansard and to consult the procedural authorities.

I thank both House Leaders for their contributions to the point of order.

Although the word "dishonest" has been ruled unparliamentary in the past, it is important to look at the context in which the word is being used. In reviewing Hansard, on page 1260, the Honourable Member for Tuxedo is reported as saying "that statement is not only misleading, it is downright dishonest." In this case, the remarks were not directed specifically towards a Member but by implication to the comments of a Member, therefore it is difficult for me as the Speaker to request that the words be withdrawn.

However, I would like to point out that the use of the word did create disorder in the House, and I would also point out that it is not good practice to be using words that have been subject to interventions by the Chair and to withdrawals in the past. I would therefore request that the Honourable Member for Tuxedo, and all Members of the House, select their words with care.
