Immediately following Prayers, Mr. Penner (Emerson) rose on a matter of privilege and moved:

THAT on Tuesday next, the ordinary business of the House be set aside to debate the socio-economic crisis rural Manitoba communities are experiencing due to the ongoing impact of the downturn in the grains, oilseeds and specialty crops sectors and the resultant negative impact on rural businesses, industries and communities alike.

And Hon. Messrs. Mackintosh and Gerrard, Mr. Laurendeau and Hon. Mr. Mackintosh having spoken,

WHEREUPON Mr. Speaker informed the House he would take the matter under advisement.

By unanimous consent, it was agreed to adopt, as previously moved as a matter of privilege, the proposed motion of Mr. Penner (Emerson).

On motion of Mr. Santos, the Report of the Committee was received.

Mr. Cummings and, by leave, Hon. Mr. Gerrard commented on the statement.

Annual Report of the Provincial Ombudsman for the year ending December 31, 1999.

THAT this House approve in general the budgetary policy of the government.

ORDERED that this House, at its next sitting, will resolve itself into a Committee to consider of the Supply to be granted to Her Majesty.

ORDERED that this House, at its next sitting, will resolve itself into a Committee to consider of Ways and Means for raising of the Supply to be granted to Her Majesty.

Hon. Mr. Selinger delivered to Mr. Speaker two messages from His Honour, the Lieutenant Governor of the Province of Manitoba as follows:

The Lieutenant Governor transmits to the Legislative Assembly of Manitoba, estimates of sums required for the services of the province for the fiscal year ending the 31st day of March 2002 and recommends these Estimates to the Legislative Assembly.
