The Clerk formally advised the Assembly that Mr. Speaker was unavoidably absent and called upon the Deputy Speaker to take the Chair pursuant to the Statutes. The Deputy Speaker took the Chair at 1:30 p.m.

The following petition was presented:

Mr. Schuler – Legislative Assembly of Manitoba request that the Minister responsible for Manitoba Hydro consider alternative routes for the additional 230KV and 500KV lines proposed for the RM of East St. Paul (D. Folkers, J. Harmacy, E. Krahn and others)

The following petitions were read and received:

Mr. Schuler – Legislative Assembly of Manitoba request that the Minister responsible for Manitoba Hydro consider alternative routes for the additional 230KV and 500KV lines proposed for the RM of East St. Paul (C. Davidson, R. Knight, L. Batenchuk and others)

Mr. Loewen – Legislative Assembly of Manitoba request that the Premier of Manitoba consider reversing his decision to not support construction of an underpass at Kenaston and Wilkes (A.Wells,
M. Gilcasby, J. Coleman and others)

Mr. Schellenberg, Deputy Chairperson of the Committee of Supply, reported progress having been made on April 26, 2001. Report was received and the Committee of Supply obtained leave to sit again.

By leave, Hon. Mr. Selinger introduced Bill (No. 7) – The Manitoba Hydro Amendment Act/Loi modifiant la Loi sur l'Hydro-Manitoba, and outlined the purposes thereof, it was read a First Time.

Hon. Mr. Selinger presented:

Message from His Honour, the Lieutenant Governor recommending the disposition of public revenue for Bill (No. 7).

During Oral Questions Mr. Laurendeau rose on a point of order regarding unparliamentary language used by the Honourable Minister of Health,

And Hon. Mr. Chomiak having spoken to the point of order,

WHEREUPON Mr. Deputy Speaker informed the House he would take the matter under advisement.

Subsequently during Oral Questions Mrs. Driedger rose on a point of order regarding comments spoken by the Honourable First Minister,

And Hon. Mr. Chomiak having spoken to the point of order,

WHEREUPON Mr. Deputy Speaker ruled that there was no point of order,

 

From his decision, Mr. Laurendeau appealed to the House,

And the Question being put, "Shall the Ruling of the Chair be sustained?" It was agreed to, on division.

Pursuant to Rule 23(1), Hon. Ms. McGifford, Mrs. Dacquay, Ms. Asper, Messrs. Rocan and Jennissen made Members' Statements,

During Members' Statement, Mr. Laurendeau rose on a point of order regarding the Honourable Minister of Advanced Education's statement was not related to her constituency but was in fact directly related to a ministerial portfolio,

And Hon. Mr. Ashton, Mrs. Mitchelson and Hon. Mr. Mackintosh having spoken to the point of order,

And agreement was denied to have the Minister of Advanced Education conclude her remarks,

WHEREUPON Mr. Deputy Speaker informed the House he would take the matter under advisement.

On motion of Mr. Dewar:

ORDERED that the composition of the Standing Committee on Agriculture be amended as follows:

          Hon. Mr. Lemieux for Hon. Ms. Friesen.

By leave, it was agreed to waive Private Members' Business for Monday, April 30, 2001 only.

By leave, it was agreed that the House would adjourn at 5:00 p.m. on Monday, April 30, 2001.

By leave, it was agreed that sponsorship of Bill (No. 9) – The Vital Statistics Amendment and Consequential Amendments Act/Loi modifiant la Loi sur les statistiques de l'état civil et modifications corrélatives, currently standing in the name of Hon. Mr. Lemieux be transferred to Hon. Mr. Smith (Brandon West).
