It was agreed to. ______________________________ By leave, it was agreed to waive the quorum requirement in the House for the remainder of the morning on Thursday, December 6, 2001. ______________________________ Mr. Enns moved: Resolution No. 1: Dual Marketing of Hogs WHEREAS according to the Manitoba Agriculture Yearbook 2000, Manitoba farmers produced close to 5.35 million hogs, an increase of 12.4 per cent from 1999; and WHEREAS according to the Manitoba Agriculture Yearbook 2000, increased hog production and prices in 2000 resulted in a $224 million increase in the total value of hog production to $700 million; and WHEREAS according to the Manitoba Agriculture Yearbook 2000, Manitoba producers marketed over 2.9 million hogs for slaughter by Canadian plants in 2000, 344,000 more than in 1999; and WHEREAS in 1996, the previous Progressive Conservative Government implemented a dual marketing system for hogs, a more flexible marketing system that was one of a number of initiatives designed to maximize the economic potential of the hog industry; and WHEREAS the implementation of dual marketing of hogs has provided the necessary flexibility to respond quickly and efficiently to changing needs in Manitoba's hog industry; and WHEREAS a dual marketing approach has resulted in millions of dollars in new investment and the creation of hundreds of jobs in Manitoba's hog industry; and WHEREAS dual marketing is the best way to ensure the future prosperity of the hog industry and has led to such initiatives as the construction of Brandon's Maple Leaf plant; and WHEREAS during the New Democratic Party Convention 2000, Resolution 00-AG-05 discussed the need to return to the single desk system of marketing of hogs in Manitoba. THEREFORE BE IT RESOLVED that the Legislative Assembly of Manitoba urge the Provincial Government to recognize the merits of the current system of dual marketing of hogs and to consider maintaining this system that allows farmers to have a choice in how they choose to market their hogs.

Mr. Gerrard commented on the statement. ______________________________ Hon. Mr. Chomiak presented: Annual Report of the Department of Health for the fiscal year ending March 31, 2001. (Sessional Paper No. 95) Annual Report of The Addictions Foundation of Manitoba for the fiscal year ending March 31, 2001. (Sessional Paper No. 96) Annual Report of The Manitoba Health Research Council for the fiscal year ending March 31, 2001. (Sessional Paper No. 97) ______________________________ During Oral Questions, Hon. Mr. Mackintosh rose on a point of order regarding the orderliness of a question posed by the Honourable Member for Russell. And Mr. Derkach having spoken to the point of order, WHEREUPON Mr. Speaker informed the House he would take the matter under advisement. ______________________________ Subsequently, during Oral Questions, Hon. Mr. Mackintosh rose on a point of order regarding the orderliness of a question posed by the Honourable Member for Lac du Bonnet. And Mr. Laurendeau having spoken to the point of order, WHEREUPON Mr. Speaker informed the House he would take the matter under advisement. ______________________________
Subsequently, during Oral Questions, Mr. Laurendeau rose on a point of order regarding Beauchesne citation 417. And Hon. Mr. Mackintosh having spoken to the point of order, WHEREUPON Mr. Speaker ruled that there was no point of order, From his decision, Mr. Laurendeau appealed to the House, And the Question being put. Subsequently, during Oral Questions, Mr. Speaker recessed the House to confer with House Leaders. Upon his return to the Chair, Mr. Derkach rose on a Matter of Privilege and moved: THAT the actions of the Minister of Education in providing copies of a document to the media without having first provided that document to this Legislature, after that document had been repeatedly asked for by members of this House, constitutes a breach of the privileges of the Members of this House and that this matter be referred to a Committee of this House. And Hon. Messrs. Mackintosh and Gerrard, Mr. Praznik and Hon. Mr. Ashton having spoken. WHEREUPON Mr. Speaker informed the House he would take the matter under advisement. ______________________________ Pursuant to Rule 23(1), Messrs.
