THAT Bill (No. 14) – The Public Schools Modernization Act (Public Schools Act Amended)/Loi sur la modernisation des écoles publiques (modification de la Loi sur les écoles publiques), be now read a Second Time and be referred to a Committee of this House. And the debate continuing, And Hon. Ms. Barrett, Messrs. Struthers and Schellenberg, Hon. Ms. Wowchuck, Messrs. Martindale and Enns and Hon. Mr. Smith (Brandon West) having spoken, The debate was allowed, by leave, to remain in the name of Mr. Gilleshammer. ______________________________ The House resumed the Adjourned Debate on the Proposed Motion of Hon. Mr. Mackintosh: THAT Bill (No. 2) – The Security Management (Various Acts Amended) Act/Loi sur la gestion de la sécurité (modification de diverses dispositions législatives), be now read a Second Time and be referred to a Committee of this House. And the debate continuing, And Mr. Hawranik speaking at 12:00 p.m. The debate was allowed to remain in his name and, by leave, in the name of Mrs. Smith (Fort Garry). ______________________________ 1:30 O'CLOCK P.M. The following petition was presented: Mr. Rondeau – Legislative Assembly of Manitoba pass an Act respecting the Assiniboine Memorial Curling Club Holding Company Ltd. ______________________________ Hon. Ms. Mihychuk, the Minister of Industry, Trade and Mines made a statement regarding Provincial Mining Week, May 10 to 16, 2002, Mr. Penner (Steinbach) and, by leave, Hon. Mr. Gerrard commented on the statement. ______________________________ By leave, Hon. Mr. Smith (Brandon West) introduced Bill (No. 12) – The Consumer Protection Amendment Act/Loi modifiant la Loi sur la protection du consommateur, and outlined the purposes thereof, it was read a First Time. ______________________________ During Oral Questions, Hon. Mr. Caldwell rose on a point of order regarding comments allegedly spoken by the Honourable Member for St. Norbert and requested they be withdrawn, And Mr. Laurendeau and Hon. Mr. Ashton having spoken to the point of order, WHEREUPON Mr. Speaker informed the House he would take the matter under advisement. And during Grievances, Mr. Laurendeau voluntarily withdrew his remarks. ______________________________ Pursuant to Rule 23(1), Ms. Asper, Mrs. Mitchelson, Mr. Dewar, Mrs. Dacquay and Mr. Rondeau made Members’ Statements. ______________________________ In accordance with Rule 24, Mr. Faurschou rose on a grievance. ______________________________ During Grievances, Mr. Rocan rose on a point of order regarding Beauchesne citation 168, "That actions of the Speaker cannot be criticized incidentally in debate or upon any form of proceeding except by way of a substantive motion". And Hon. Mr. Ashton having spoken to the point of order, Mr. Faurschou voluntarily apologized to the Speaker for his remarks. ______________________________ The House resolving into the Committee of Supply. And the House continuing in Committee, the Proceedings were interrupted at 5:00 p.m. for Private Members' Business. ______________________________ Ms. Cerilli moved: Resolution No. 4: Fetal Alcohol Syndrome WHEREAS Fetal Alcohol Syndrome (FAS) and the related Fetal Alcohol Effect (FAE) are entirely preventable neurological disorders caused by the consumption of alcohol during pregnancy, which delays growth and results in intellectual and behavioural disabilities. These disorders are frequently related to maternal alcohol addiction; and WHEREAS FAS and FAE can have a devastating impact on children, families, and communities, with serious implications for the Justice system, as well as social services. One child with this affliction can cost up to $1.5 million in special care, supervision, and support throughout its lifetime; and WHEREAS in some high risk populations in Canada, the incidence of FAS reaches 190 births per 1,000, while the global average is 2 births per 1,000; and WHEREAS Healthy Child Manitoba, initiated by the Provincial Government, provides numerous educational programs aimed at preventing FAS and FAE, including recent funding for the STOP FAS program to expand to the North; and WHEREAS the Provincial Government has provided $4.1 million to the Healthy Baby program, which ensures Manitoba women have good nutrition throughout their pregnancy. There has also been a 42 per cent funding increase for Healthy Child Manitoba for the year 2001; and WHEREAS the Provincial Government has increased funding to Parent-Child centres across Manitoba, and is working with communities to establish other programs suitable for those communities; and WHEREAS the STOP FAS program provides mentoring and support for a three-year period to addicted mothers, most of whom enter treatment; and WHEREAS the Department of Health, and the Department of Family Services and Housing, as well as numerous non-profit organizations, are working to implement and address the recommendations of the Study of the Service Needs for Pregnant Addicted Women in Manitoba. THEREFORE BE IT RESOLVED that the Legislative Assembly of Manitoba recognize the efforts made in this area, and urge the Provincial Government to consider continuing its commitment to addressing the widespread problem of FAS, and to consider assisting individuals currently suffering from this preventable illness across Manitoba. And a debate arising And Ms. Cerilli, Mr. Cummings and Ms. Korzeniowski having spoken, And Mrs. Driedger speaking at 6:00 p.m. The debate was allowed to remain in her name. ______________________________ The House then adjourned at 6:00 p.m. until 1:30 p.m. Monday, May 13, 2002.
