The following petition was presented:

Mr. Schuler – Legislative Assembly of Manitoba request the Minister of Education to reverse the decision to split the Transcona-Springfield School Division and allow it to remain as a whole or to consider immediately convening the Board of Reference to decide the matter. (K. Stoyka, C. Ammeter, B. Ammeter and others)

The following petition was read and received:

Hon. Mr. Ashton, the Minister responsible for Emergency Measures made a statement regarding an update on the flooding that continues to affect areas of southern Manitoba,

Mr. Penner (Emerson) and, by leave, Hon. Mr. Gerrard commented on the statement.

Hon. Mr. Doer, the First Minister made a statement regarding the heroic efforts of by-standers to yesterday's plane crash at McPhillips and Logan Avenue,

Mr. Murray and, by leave, Hon. Mr. Gerrard commented on the statement.

By leave, Hon. Mr. Chomiak introduced Bill (No. 31) – The Medical Amendment (Physician Profiles and Miscellaneous Amendments) Act/Loi modifiant la Loi médicale (profils des médecins et modifications diverses), and outlined the purposes thereof, it was read a First Time.

Pursuant to Rule 23(1), Mr. Schuler, Ms. Allan, Mrs. Dacquay, Mr. Nevakshonoff and Hon. Mr. Gerrard made Members’ Statements.

The House resumed the Interrupted Debate on the Proposed Motion of Hon. Mr. Caldwell:

 

THAT Bill (No. 14) – The Public Schools Modernization Act (Public Schools Act Amended)/Loi sur la modernisation des écoles publiques (modification de la Loi sur les écoles publiques), be now read a Second Time and be referred to a Committee of this House.

 

And on the Proposed Amendment of Mr. Hawranik,

 

THAT all the words after the word "THAT" be deleted and the following substituted therefore:

 

this House declines to give Second Reading to Bill (No. 14) – The Public Schools Modernization Act (Public Schools Act Amended)/Loi sur la modernisation des écoles publiques (modification de la Loi sur les écoles publiques), until such time as the Minister of Education, Training and Youth undertakes meaningful consultations with all effected stakeholders within Manitoba's education system.

 

And the debate continuing on the amendment,

 

And Mrs. Stefanson, Messrs. Pitura and Faurschou having spoken,

 

And Mr. Dyck speaking at 5:00 p.m. The debate was allowed to remain in his name.

Ms. Asper moved:

 

Resolution No. 15: Multiculturalism

 

WHEREAS Canada is a nation of immigrants, where diverse racial and ethnic groups are welcomed and are acknowledged as equal; and

 

WHEREAS the various ethnic groups have made an enormous contribution to the Canadian economy and Canadian society throughout our history; and

 

WHEREAS the diversity of the Canadian population has been recognized in a variety of ways, including public funding of multicultural events, programs, and organizations; and

 

WHEREAS since the events of September 11th, the reality of racism and its terrible effects have been seen even in our own society.

 

THEREFORE BE IT RESOLVED that the Legislative Assembly of Manitoba urge the Provincial Government to consider continuing its support of multiculturalism in this province; and

 

BE IT FURTHER RESOLVED that this Assembly urge the Federal Government to also maintain its support, both financially and through policy, of multiculturalism in Canada; and

BE IT FURTHER RESOLVED that this Assembly take a strong stand against racism and urge all Manitobans to do the same in the spirit of multiculturalism.

And a debate arising,

 

And Ms. Asper, Messrs. Reimer, Aglugub, Schuler and Santos having spoken,

 

And the Question being put, it was agreed to.
