EMERGENCY CAPITAL GRANT PROGRAM

At A Glance

Objective:  The Emergency Capital Grant Program (ECGP) provides emergency capital grant funding to non-profit community organizations. An emergency is defined as a serious, reasonably unexpected, and possibly dangerous situation requiring immediate action. An emergency will include those situations where an operational or structural element of a building/facility poses an immediate danger to the safety and health of that facility’s occupants, its survival, or its continued operation and is not covered through insurance.
 
Grants:  Non-profit community organizations can apply to CPP for up to 75% of the cost of repair up to the maximum grant of $50,000.
 
Technical Consultation Services:  Before submitting an application, organizations must contact the CPP Winnipeg Office or Recreation and Regional Office in order to arrange for a CPP Facilities Consultant who will assess/visit the facility in order to determine if the project qualifies for emergency funding.  Organization will be asked to provide supporting documentation such as quotation or estimates for the cost of the repairs, maintenance log books, service reports, orders issued by a regulatory agency or local emergency services, a professional Engineer or Architect, etc.  
 
Eligibility Criteria:  Non-profit community organizations throughout Manitoba are eligible to apply to ECGP.
 
·         Operating costs and building maintenance costs are not eligible.
·         Ineligible organizations include public schools, universities, hospitals, nursing homes, businesses, commercial co-operatives and federal, provincial and City of Winnipeg departments and agencies.
·         Ineligible projects include those involving housing, space for worship or congregational purposes, cemeteries, tourism signage, portable tools, equipment, furniture, municipal works such as roads, bridges, municipal service buildings, and sewer and water installations.
 
Exceptions may exist where community use can be measured such as community use of space within churches, please contact your regional office (listed below) to discuss eligibility and to obtain a form, which allows us to determine your eligibility.
 
Project Funding:  Applicant contributions to project costs can include fundraising, local government funding, other provincial government funding, federal government funding, other funding sources, volunteer/donated labour, donated materials and loaned heavy construction equipment. In communities under the jurisdiction of the Northern Affairs Act, Manitoba Indigenous and Northern Relations may provide the local government portion of eligible project costs.
 
Grant Payment Process:  Grants to successful applicants are paid in instalments, based on project progress.
 
Application Process:  if the project qualifies for emergency funding.  Organization will be given an application to fill out and asked to provide supporting documentation such as quotation or estimates for the cost of the repairs, maintenance log books, service reports, orders issued by a regulatory agency or local emergency services, a professional Engineer or Architect, etc.
