Dear Mr. Duguid:

          Pursuant to MR 125/91, Participant Assistance Regulation, I have decided to establish a Participant Assistance Program for the public hearing to be held respecting the City of Winnipeg Sewage Investigation. The total amount of funding for the program will be $50,000.00.

          Accordingly, I would request that the Clean Environment Commission establish a Participant Assistance Committee for this purpose. Details of the Participant Assistance Program and mandate of the Committee are attached.

          Please note, to evaluate participant presentations at the hearing, at least one member of the Participant Assistance Committee should be on the public hearing panel, unless an alternate process for evaluation is used.

          The Environmental Approvals Branch will assist the Committee as appropriate. The contact for this purpose will be Mr. Larry Strachan, Director of the Branch. The Environmental Approvals Branch will notify the public that an assistance program has been established.
