Growing Visions


This program provides funding to help organizations develop and expand the agriculture, agrifood and agriproducts industry through strategic planning and management. This includes:

  • creating and implementing strategic plans
  • building skills training ie: leadership and management training


Eligible applicants include:

  • Agriculture, agrifood and agriproduct organizations
  • Organizations must have been operating a minimum of one year to be eligible for this funding.  

Applicants must have an Access Manitoba identification number. If you do not have a number, contact your Manitoba Agriculture GO Office for details.


Applicants may receive up to a maximum of $35,000 per project.

Applicants may apply to fund more than one project over the length of the program, but the total maximum is $35,000. Projects will be funded on a 75:25 cost share basis, with the government contributing 75%. Applicants can put in either cash or an in-kind contribution.

Eligible expenses include:

  • incremental costs for project labour; costs to lease or rent facilities
  • professional/technical consulting fees up to $35,000 (Note: if the cost is more than the amount listed in the Growing Visions Catalogue of Services (PDF 109KB), the catalogue value will be the maximum payable. If cost for service is less than the catalogue value, this amount stated in the application will be used for payment.)
  • cost of speakers/ presenters (specific per diem fees, accommodation and travel costs, actual project or program disbursements within Manitoba Treasury Board guidelines)
  • cost of goods and all project shipping or transportation
  • production of materials including production of materials for beneficial business practices (BMP) or the project extension
  • financial audit and performance reports required by the program administrator
  • staff training
  • project travel/accommodation (not to exceed provincial guidelines)
  • other costs approved in advance by the program administrator

Successful applicants may also apply for funds from Growing Actions to implement strategies identified in the organization's strategic plan.


  1. Once you are ready to apply, you can contact your local Manitoba Agriculture GO Office to be assigned a Manitoba Agriculture representative or redirected to the appropriate Program Officer who will conduct an organization assessment and will assist you with your application. The outcome of the assessment will outline the deliverables in your application.
  2. Review the program Terms and Conditions (provided below) in advance of completing your application form. Download the application form provided below. Complete in full and attach all required information and documents.
  3. Submit your application and supporting documents to your local Manitoba Agriculture GO Office or:

Please ensure that you also save a copy to your hard drive. Please attach all required documents at this time and hit send. Please indicate your name, contact information and business/organization information that you are applying for in the body of the email.  Only electronic application forms will be accepted.
  4. When your application is received, Manitoba Agriculture will assess your application. The assessment must be completed and you must receive a letter of approval before you start your project.
  5. If your application is approved, you will be sent an approval letter and the funding agreement. Funds for your project will be paid out, according to the formal funding agreement. For help with the funding requirements, please contact a Manitoba Agriculture representative.
  6. Once you have received an approval letter, you may begin work and complete your project
  7. Only costs paid out after the date on your approval letter will be eligible for reimbursement.
  8. As soon as a project deadline is complete, you can submit a claim and itemized receipts. The request for payments must be received on or before the claim deadlines indicated in your approval letter.
  9. When all information for payment is received, payment will be sent to you.
  10. An audit inspection of final work may occur before or after payment is received.

Your project must be approved in writing, by Manitoba Agriculture, Food and Rural Development before you start any work on it. Applications for projects that were started before you received a project approval letter will not be accepted.

Project proposals will be assessed according to the following criteria:

  • added value for the sector
  • reflects program priorities as laid out in Terms and Conditions.
  • scope is far reaching and has ability to impact industry sector
  • organizational sustainability
