The Food Development Centre is federally registered in Canada. Products manufactured in the facility are eligible for export to other provinces and countries, as long as they comply with regulatory requirements of the destination jurisdiction.

As a federally registered plant, The Food Development Centre adheres to the principles of Hazard Analysis and Critical Control Point (HACCP), which is important for local and external marketing. The Regulatory Affairs/HACCP Co-ordinator works with staff and clients to achieve full compliance with legislative requirements for processing plants.  



Many countries, including the United States, require domestic and imported items to be produced according to the principles of HACCP, an internationally recognized system designed to minimize the risks of hazards. For some customers, compliance with HACCP has become a condition of sale.

In Canada, HACCP plans are mandatory for federally registered processing plants for meat and meat products, and fish and seafood products. For meat products, the Canadian system is the Food Safety Enhancement Program (FSEP)


Registrations, Licences and Certifications

The 41,925 square foot pilot plant is:

  • Equipped and constructed to meet the Federal Meat Standards for registration under the Canadian Food Inspection Agency (CFIA)
  • Federally registered for meat, meat products and processed products (including honey packing)
  • Licensed by the Organic Producers Association of Manitoba (OPAM) in the off-farm processing category for organic products
  • Licensed to process hemp including hemp grain, oil, flour, protein, beverage and butter through Health Canada
  • Federally licensed to process fruits and vegetables under the Processed Products Regulations
  • Provincially licensed to cut and package cheese
