Growing Forward 2 is a five-year agricultural policy framework agreement among federal-provincial-territorial governments.
The Growing Forward 2 agricultural policy framework came into effect on April 1, 2013 and will continue until March 31, 2018. Investments by federal, provincial and territorial governments over this five-year period will total more than $3 billion - including a 50% increase in cost-shared investments for provincially targeted strategic initiatives.
Growing Forward 2 makes proactive investments in research and innovation, while maintaining important business risk management programs.

The new agreement builds on the previous agricultural policy framework, Growing Forward, which was in effect from April 1, 2008 to March 31, 2013.
The industry helped shaped Growing Forward 2 by participating in a national consultation process that began in 2010. The goal of these consultations was to develop a common understanding of where the industry is heading and how governments could assist. Meetings were held with farm leaders and stakeholders from across Canada to discuss long-term challenges and opportunities. As policy directions took form, the Manitoba government invited broad input from the industry and all interested Manitobans.
