Manitoba Biomass Energy Support Program
Capital Incentive
PROGRAM DESCRIPTION
This program provides support in the transition to the processing and use of biomass for heating in place of coal. The program will provide financial support for capital and/or infrastructure upgrades that are required to effectively manufacture or consume biomass fuel, including expansion of existing facilities or development of new capacity.

WHO QUALIFIES
AVAILABLE ASSISTANCE
• agricultural residue such as wheat straw, corn stover, flax straw, and agriprocessing byproducts such as flax shives, sunflower hulls, oat hulls, and compacted biomass such as wheat chaff pellets and oat hull pellets• forestry residues such as hog fuel, forestry operations residues, salvaged timber• purpose-grown crops such as switchgrass, willow, poplar
• charcoal products• peat• wood from standing green forests• waste as defined under the Environment Act

Fax: 204-632-5143 - Proposals should be submitted in a sealed envelope and delivered by mail or by courier to the above noted address. The envelope should be clearly marked with the program name, the application deadline and the applicants name and return address.
- Initial proposals must include project plans, detailed budgets and official quotes from the supplier(s).
- Proposals will be reviewed and evaluated by an evaluation committee. Applicants will be notified if proposals are accepted or rejected.
- An audit or inspection of work may occur by request of the Manitoba government.
- Proposals, once submitted, become the property of Manitoba. All proposals will be kept in the strictest of confidence subject to such disclosure as may be required under the provisions of The Freedom of Information and Protection of Privacy Act or The Personal Health Information Act.

WHO QUALIFIES
The following groups are eligible for the program, with collaborative applications encouraged especially where expertise from research institutions and organizations is utilized in carrying out the project:
- Industry and commodity development organizations serving agriculture and related industries in Manitoba and Canada
- Diversification Centres
- Nor-for-profit organizations
- Cooperatives
- Agribusiness
- Agriculture producers
AVAILABLE ASSISTANCE
The maximum government contribution to a project will be determined by (a) the project's ability to meet the programs goals and objectives; and (b) such contribution not to exceed the maximum amount for the program.
Projects conducted by private individuals or businesses will require a minimum 25% contribution (cash and/or in-kind) from the applicant.

APPLICATION DEADLINE
- Proponents to submit proposals in response
- Review and evaluation of Proposals by the Evaluation Committee
- Proposals must meet all the mandatory requirements to proceed in the evaluation process. Proposals not meeting the mandatory requirements will be disqualified and receive no further consideration.
- Proposals meeting the mandatory requirements will be evaluated in accordance with the criteria evaluation process identified in the Terms of Reference.
- Recommendation by the Evaluation Committee to Manitoba of the selected proposal or part of a proposal.
- Decision by Manitoba to accept or not to accept a proposal or part of a proposal.
