Backgrounder
International Curling Centre of Excellence (ICCE) Committee

Establish an international curling centre of excellence to build on Manitoba’s reputation as the curling capital of the world, enhance our standing as a world leader in the roaring game, and promote the development of the worlds’ training centre for high-performance curlers and coaches.

Introduction

An International Curling Centre of Excellence (ICCE) Committee has been formed to coordinate a multitude of tasks and activities necessary in establishing an International Curling Centre of Excellence in Winnipeg, Manitoba.

Purpose

The purpose of the committee is to bring together stakeholders in the sport of curling to develop recommendations to government for the establishment of an ICCE in Winnipeg.

Vision

Manitoba has a reputation as a world leader in curling. The establishment of an ICCE to support and develop the sport of high level curling will build on Manitoba’s reputation as the curling capital of the world. The ICCE could encompass all or some of the following:

ICCE will be designed to promote the development of high level curling athletes at all levels and to further train and develop curlers, and coaches to achieve top class international performance. ICCE will strive to be recognized from every level of curling (World Curling Federation, Curling Canada, CurlManitoba, and local curling clubs) and will groom competitive players from young to old. Curlers, coaches, and ice makers from around the world will want to train at ICCE. ICCE can work together with the organizing bodies of the roaring sport to develop competitive programs at every level – Junior, University, Women’s, Men’s, Mixed Doubles, Olympic and Paralympic, Seniors, Masters.

Students from across Canada will be invited to visit ICCE to learn about the roaring game of curling and the science of the sport.

ICCE will be used year-round to advance the skills of players that strive to be the best that they can be. Countries that lack the history, facilities, experience and high levels of competition will be invited to grow their competitive programs and elite athletes at ICCE. ICCE will also help advance coaching and the science of the sport.

ICCE will be set up to host competitive curling competitions at an international level to develop game experience in all sorts of situations and given the central location of Manitoba, the experienced curling community, ICCE will be the place where if you want to win, this will be the place you will learn to do so.

ICCE will be developed using private, public, partnerships and will be open year-round.

Objectives

The objectives of the committee are to develop recommendations to government for the development of the ICCE, including the following:

  • Optional models for the establishment of an ICCE; including estimates of capital and operating expenses and sources of public and private revenue.
  • Identify comparable facilities in other sports in other jurisdictions.
  • Research the financial marketplace identifying possible P3 partnership opportunities.
  • Organize planning sub-committees to develop recommendations on specific components.
  • Identify, evaluate and make recommendations concerning potential partnership opportunities such as the Canadian Sport Centre, World Curling Federation; the Canadian Curling Museum and Hall of Fame, Manitoba Curling Hall of Fame and Museum, etc.

Committee Composition

Committee shall comprise of 13-16 members who represent players, coaches, icemakers at all levels of the game from grassroots to Olympics.

Meeting Frequency

It is anticipated that the committee meet monthly until the recommendations are finalized (Summer 2018).

Committee Term and timelines

  • July, 2017 – Establish committee
  • December, 2017 – Announcement of committee and mandate
  • Summer, 2018 – Final recommendations due

  • Travel and out of pocket expenses will be reimbursed
