Casual Early Learning and Child Care Grant

The Casual Early Learning and Child Care (ELCC) Grant is one of the initiatives under the Canada-Manitoba ELCC Agreement, announced on February 23, 2018. As part of Manitoba’s Action Plan, grant funding is available  to support community organizations working with vulnerable families to ensure children can receive free of charge, stable, on-site, consistent and high quality child care while their families engage in service planning, therapy, counselling or participate in skills development courses.

The Casual ELCC Grant is to be used to cover wage expenses for an Early Childhood Educator II or III to provide child care services on the premises of the non-profit organization. Up to 10 per cent of the requested funding can be used for child care programming tools and supplies. As parents will remain on site, a child care licence is exempted for the organizations (Section 2(2) in the Manitoba Child Care Regulation 62/86).

The number of grants approved will be based on available funds.  As a result, applications will be reviewed and ranked using the following criteria:

  • evidence the organization meets the criteria set out in the Canada Manitoba ELCC Agreement with regard to serving families more in need, such as:
    • lower-income families
    • Indigenous families
    • newcomer families
    • lone-parent families
    • families with children additional support needs
  • expected number of families and children who will benefit from the quality child care services
  • organizations situated in communities with low child care coverage (lower than the provincial average)
