2019 Red River Floodway Compensation Program

The Manitoba government has announced compensation for eligible applicants related to property damage or economic losses resulting from the operation of the Red River Floodway from October 9 to November 7 under Guideline 4, Emergency Operation to Reduce Sewer Backup in Winnipeg.

Under the guideline, Manitoba must provide compensation for eligible applicants related to property damage or economic losses caused by the operation of the floodway.

The deadline to apply to the 2019 Red River Floodway Compensation Program is March 5, 2020.

People with impacts related to the fall operation of the floodway may now apply for compensation.

Review the Red River Floodway Operations Report Fall 2019 to determine if the property damages or economic losses you have experienced are within the extent of artificial flooding shown in the inundation maps. The Report is available at www.manitoba.ca/mit/wms/wm/reports.html.

If your property damages or economic losses are within the artificial flood extent, submit:

  • an application form:
    • Download and fill in the PDF application form on your computer. Once filled in email the completed form.
    • Download and print the PDF application form. Submit completed for by mail, fax or email.
  • an Acknowledgement and Undertaking form which outlines the terms and conditions of any compensation that may be paid to you.
    • A site visit by an adjuster to assess your damages and losses will not occur until the Acknowledgement and Undertaking form has been received by Manitoba EMO. You may email a digital version of the Acknowledgement and Undertaking form to Manitoba EMO to expedite the assignment of an adjuster, however the original must be mailed to our office or provided to the adjuster when they attend your property.  
    • Download and print the PDF Acknowledgement and Undertaking form. Submit completed form by mail, fax or email.
  • a Farmland Owner’s Authorization form if you are a tenant renting land that has been damaged by artificial flooding.
    • Download and print the PDF Farmland Owner’s Authorization form. Submit completed form by mail, fax or email.
