Community Supports Program Expression of Interest Guidelines.


The Department of Families is modernizing the Employment and Income Assistance (EIA) program to improve how the program works to meet the needs of participants. The program is working with an increased emphasis on ensuring that participants are supported to move towards greater independence and live more fulfilling lives by meeting clients where they are in their journeys.

People with current or historical involvement with the justice system may experience difficulty finding sustainable employment housing, and accessing health and social support systems.  Individuals may also be at a higher-risk to reoffend and/or experience homelessness.

In partnership with Manitoba Justice and Manitoba Housing and on behalf of the Department of Families, the EIA program is seeking organizations, through an Expression of Interest (EOI), to design and deliver supportive programming tailored to meet the needs of men, women and gender-diverse individuals with current or historical involvement with the justice system who are in receipt of EIA.

As part of the EOI selection process, preferences will be applied to organizations that are Indigenous-led, organizations based in rural and northern Manitoba and where partnerships of multiple organizations offer a suite of programming and supports. Special consideration will also be given to proposals that seek to address the Truth and Reconciliation Commission (TRC) Calls to Action that call upon all levels of government to take action on Justice Reform.

Purpose and Objective

The EOI for individuals who have current or historical involvement within the justice system will offer a one-time grant(s) that supports innovative programs and projects delivered by community organizations to promote and improve access to community supports and services for EIA clients.

Applications should aim to provide supports and services that address employment, training, housing, social, financial, literacy, cultural and wellness barriers by promoting meaningful transitions to the labour market.

Program Parameters

Organizations operating and providing services in Manitoba are invited to apply to the EOI. Programming will be targeted for men, women and gender diverse individuals who have current or historical involvement with the justice system and who are receipt of EIA.  

Program Information Requested: 

  1. Brief description of your organization, including your organization’s history working with individuals with justice-involvement 
  2. Description of proposed program, please include: 
    1. Description of program activities 
    2. Program deliverables, including anticipated outcomes 
    3. Cultural supports included in the program or available through your organization
  3. Description of the existing gap and a clear explanation of how the proposed program will address this gap
