Community Supports Program Expression of Interest Guidelines.
Background
The Department of Families is modernizing the Employment and Income Assistance (EIA) program to improve how the program works to meet the needs of participants. The program is working with an increased emphasis on ensuring that participants are supported to move towards greater independence and live more fulfilling lives by meeting clients where they are in their journeys.
People with current or historical involvement with the justice system may experience difficulty finding sustainable employment housing, and accessing health and social support systems. Individuals may also be at a higher-risk to reoffend and/or experience homelessness.
In partnership with Manitoba Justice and Manitoba Housing and on behalf of the Department of Families, the EIA program is seeking organizations, through an Expression of Interest (EOI), to design and deliver supportive programming tailored to meet the needs of men, women and gender-diverse individuals with current or historical involvement with the justice system who are in receipt of EIA.
As part of the EOI selection process, preferences will be applied to organizations that are Indigenous-led, organizations based in rural and northern Manitoba and where partnerships of multiple organizations offer a suite of programming and supports. Special consideration will also be given to proposals that seek to address the Truth and Reconciliation Commission (TRC) Calls to Action that call upon all levels of government to take action on Justice Reform.
Purpose and Objective
The EOI for individuals who have current or historical involvement within the justice system will offer a one-time grant(s) that supports innovative programs and projects delivered by community organizations to promote and improve access to community supports and services for EIA clients.
Applications should aim to provide supports and services that address employment, training, housing, social, financial, literacy, cultural and wellness barriers by promoting meaningful transitions to the labour market.
Program Parameters
Organizations operating and providing services in Manitoba are invited to apply to the EOI. Programming will be targeted for men, women and gender diverse individuals who have current or historical involvement with the justice system and who are receipt of EIA.

Brief description of your organization, including your organization’s history working with individuals with justice-involvement
Description of proposed program, please include:
Description of program activities
Program deliverables, including anticipated outcomes
Cultural supports included in the program or available through your organization
Description of the existing gap and a clear explanation of how the proposed program will address this gap
Organizations operating and providing services in Manitoba are invited to apply to the EOI. Programming will be targeted for men, women and gender diverse individuals who have current or historical involvement with the justice system and who are receipt of EIA.
To be eligible for the EOI, organizations must be:
Organizations located and operating in Manitoba with an established governing board.
The application is submitted by the established deadline.
The application is completed in full, including required budget and work plan and any optional supporting documents.
The application proposes eligible activities.
The project or initiative must begin before September 30, 2023, and be completed within one year from the start date
Eligible Activities
Funding will be issued to eligible applicants who are proposing activities focused on supporting individuals who have current or historical justice involvement who are in receipt of EIA.
Examples of eligible programs and supportive services can include, but are not limited to:
workforce integration
job shadowing
resume/interview preparation
work mentorship
job coaching
work placements
job creation
developing unique partnerships with employers and community supports
financial empowerment supports, such as financial literacy, access to banking, benefits navigation, as well as savings and asset building opportunities
employment wages/subsidy
finding and maintaining stable housing
literacy
education exploration
Indigenous cultural programming and supports
peer mentoring
service navigation
addiction recovery
goal setting and healthy relationships
programming that offers wraparound supports
wellness supports and services, including mental health and counselling services
Eligible Costs
salaries or wages for staff working on the proposed project
promotion of the project
administrative costs
project or program space rental
capital costs associated with the proposed program
training costs for participants of the proposed program or service
Ineligible Activities and Costs
Activities and costs that are not eligible under the EOI include:
projects that do not support social, financial, employment, training, literacy, cultural and wellness barriers individuals with justice involvement may experience
deficit financing or reducing
previously incurred costs
emergency funds for organizations
endowments
sponsorships and/or fundraising campaigns
project costs for other activities that are not specified in the application
proposals solely for infrastructure improvements
on-going operational costs unrelated to the proposed project
funding to support unrelated activities and operations other than what is proposed
The EOI will be accepting applications for a 4-week period from March 6, 2023 to April 3, 2023.
The EOI has $2,000,000 available to fund programs and services across Manitoba.

The assessment process for the applications will be conducted in two phases. All EOI applications received by the deadline will be reviewed and assessed to ensure all eligibility criteria has been met, and the application has been completed in full.
Phase 1- Basic Eligibility Screening: All applications submitted will be reviewed to ensure they meet all basic eligibility requirements.
Phase 2 – Assessment process: Applications that have met all basic eligibility requirements will be assessed by a selection committee.
The selection committee will assess applications on the basis of the following categories:
Experience: The organizations demonstrate background, knowledge, expertise and capacity to deliver the proposed programming to EIA clients.
Project Activities: The project activities are clearly outlined and support individuals with current or historical involvement with the justice system. Additionally, the project activities are aligned with a demonstrated need or gap in services for EIA clients.
Project Outcomes: The measures of success meet the intended goals and outcomes. The project outcomes and outputs are clearly outlined.
Project Costs: The project costs have been clearly outlined and budget items align with EIA financial policies and support project activities. The project cost will be assessed based on the requested funds and the number of EIA clients served.
Preferences: As part of the EOI selection preferences will be applied to organizations that are Indigenous-led, organizations based in rural and northern Manitoba and where partnerships of multiple organizations offer a suite of programming and supports
The department will provide communication to all applicants whether proposals are successful or unsuccessful.
Successful applications will receive a letter of approval and be invited for further consultation. Following approval, organizations will be required to review, and enter into a legal agreement with the province, which will include an outline of terms and conditions of the project.
Organizations that are selected to receive grants from the EOI will enter into an agreement with the Manitoba government and be subject to reporting requirements to ensure financial accountability. Reporting requirements will include but not be limited to:
Clearly defined purposes, deliverables and outcomes
Financial reporting requirements include a final financial report indicating expenses associated with the approved budget and project
Regular progress reports, including, narratives and updates on deliverables and outcomes.
To be considered for future funding, final reports must be submitted at project completion.
Proponents may amend their proposals prior to the Submission Deadline. To amend a proposal, the proponent must withdraw the previously submitted proposal and submit the amended proposal in accordance with the instructions set out above. The amended proposal must be submitted in its entirety on or before the Submission Deadline.
At any time throughout the EOI process until the execution of a written agreement for provision of the Deliverables, a proponent may withdraw a submitted proposal. To withdraw a proposal, a notice of withdrawal must be sent by email to the EOI Contact and must be signed by an authorized representative of the proponent.
