EIO BACKGROUND

The Employment, Income and Health Supports Policy Branch of the Department of Families invites non‑profit organizations to submit proposals to design and deliver programs or services for young adults who were involved with the Child and Family Services (CFS) system and who receive, or are applying for, Employment and Income Assistance (EIA).

Selected organizations will receive one‑time funding to run short‑term programs or services that help young adults leaving CFS care move toward long‑term social, financial, and health stability. Funding is limited to one year from the project start date.

EOI GUIDELINES

Project Parameters

Non‑profit organizations in Manitoba with experience supporting young adults aged 18–26 who have a history with CFS are invited to apply. The guidelines are broad so different organizations can propose programs that meet the needs of youth in their area.

Information Requested

  1. A short description of your organization, including experience working with young adults aged 18–26, especially those with CFS experience who are receiving or applying for EIA.
  2. A description of the proposed project, including:
    • Program activities
    • Program deliverables
    • Cultural or other supports available through the project or your organization
  3. A description of the project area target population, and intended number of people served.
  4. A proposed budget.

WHO CAN APPLY

Eligible applicants include:

  • Non‑profit organizations in Manitoba with experience serving young adults with CFS involvement that are either:
    • incorporated and registered with the Companies Office, or
    • operating with a governing board, a bank account, and at least one year of activity

Minimum Requirements

  • the application is submitted by June 2, 2026, at 11:59 PM (CST)
  • all sections of the application are complete, including the budget
  • the application proposes eligible activities

WHAT WE FUND

Funding is available for projects that help young adults who have left CFS care and who receive or are applying for EIA. Projects must support greater financial independence and long‑term stability.

  • Life skills (sexual health, budgeting, cooking, transportation, banking)
  • Literacy
  • Education exploration
  • Cultural programming
  • Peer mentoring
  • Job shadowing
  • Service navigation
  • Resume and interview preparation
  • Substance use treatment or planning
  • Goal setting
  • Work mentorship
  • Job coaching
  • Programs for youth with criminal records
  • Work placements
  • Help obtaining identification
  • Wraparound supports
  • Wellness supports
  • Workforce integration
  • Job creation
  • Partnerships with employers and community groups
  • Financial empowerment (banking access, benefits navigation, savings programs)

Eligible Costs

  • Staff salaries
  • Project promotion
  • Administrative costs
  • Space rental
  • Capital costs related to the project
  • Training costs for participants

Ineligible Activities and Costs

  • Projects that do not address social, financial, employment, literacy, cultural, or wellness barriers
  • Deficit reduction
  • Costs already incurred
  • Emergency funds
  • Endowments
  • Sponsorships or fundraising
  • Costs for activities not listed in the application
  • Infrastructure‑only proposals
  • Ongoing operational costs not tied to the project
  • Activities unrelated to the proposed project
  • Pre-existing programs
  • Proposals which duplicate existing social services

FUNDING AMOUNT

The EOI has $1,680.8K available. Funding may go to one organization or be shared among several. Approved funding may be less than the amount requested.

HOW TO APPLY

To apply, please complete the fillable EIA Endowment Fund EOI application form (PDF)

Applications for the Expression of Interest must:

  • be completed in full
  • include a project budget
  • be signed by an authorized organization representative
  • be submitted to the Department of Families by email at ETT@gov.mb.ca no later than June 2, 2026 at 11:59 P.M. CST

Optional supporting documents may be included.

You will receive application confirmation within five business days. All applicants will be notified of the final decision. For alternate formats or accessibility needs, contact ETT@gov.mb.ca.

All expressions of interest must be submitted by email. No late submissions will be accepted.

After review, the department may request more information or negotiate terms.

Manitoba may consult other government departments, Crown corporations, health authorities, or educational institutions that have worked with the applicant. Past performance and existing data may be used in the evaluation.
