Rental Housing Supports

Canada Manitoba Housing Benefit
The Canada-Manitoba Housing Benefit (CMHB) is a benefit paid to eligible renters who need assistance paying for their core housing. The benefit reduces or eliminates housing needs in vulnerable populations by providing financial assistance.

The benefit offers assistance to three vulnerable populations who need additional help with housing costs:

  • youth transitioning, or youth who have recently transitioned out of the care of the child welfare system
  • people who are at risk of homelessness or who are homeless
  • people living with mental health and addiction issues in designated housing buildings

Rent Assist
Rent Assist is a financial benefit available through Employment, Income and Health Supports for eligible low-income private renters who are spending a large amount of their monthly income on their rent. Learn more about the Rent Assist benefit.

Rent Supplement
The Rent Supplement helps low-income families, elderly and special needs households obtain affordable, adequate and suitable housing in the private rental sector and in non-profit affordable housing initiatives. The provincial government will enter into agreements with owners/operators of private rental housing to subsidize a portion of the homes in the rental property.

Non-Profit Community Pest Control Grant Program
The Non-Profit Community Pest Control Grant Program provides grants to non-profits to address pest infestations in two streams:

  • financial assistance to undertake education, treatment, and prevention activities required to eliminate pests
  • Homelessness Support stream which supports non-profits group working with tenants for whom managing pests is a barrier to acquiring or maintaining housing

Proposal Development Funding program
The Proposal Development Funding program is open to private non-profit corporations and non-profit co-operative housing associations that plan to develop affordable housing projects for vulnerable populations with low to moderate-income in Manitoba.

Manitoba Rent Relief Fund
The Manitoba Rent Relief Fund is intended to provide support for low to moderate income Manitobans to help secure, maintain or stabilize housing. If you have had a temporary challenge that has led to you being unable to pay rent or a damage deposit, or utility bills that are putting your housing security at risk, you can apply for a no interest loan of up to $2,500 or the equivalent of two months rent (whichever is less) for rent and / or utilities.

The BUILDINGFoundations Bursary Program provides $1,000 bursaries to post-secondary students in Manitoba. This page provides information about eligibility and application process.

Food Services
Food Services are provided in some buildings throughout the province. One fresh, hot meal is served daily, including a beverage and dessert, for a reasonable cost.

Tenant Services
Tenant Services include Tenant Services Coordinators, who act as Manitoba Housing representatives, Property Managers and tenant associations.

Manitoba Housing Appeal Process
The Manitoba Housing Appeal Process is available to tenants/applicants who believe that the Manitoba Housing Policy has not been followed or should be reviewed, or that an exemption should be considered. Appeals are reviewed and decided upon by the Administrative Review Committee (ARC) after a thorough investigation of the appeal.

The Bridgwater Neighbourhood in southwest Winnipeg, a project within Manitoba Housing’s Land Development portfolio, features affordable housing as part of a growing development of single-family and multi-family homes located in a vibrant new community.

A Place for Everyone: A Collaborative Homelessness Strategy for Manitoba is the provincial strategy to end homelessness in Manitoba. It incorporates a whole of government approach that modernizes our emergency response, provides person-centered service delivery and builds capacity in rural and northern Manitoba.

National Housing Strategy – Manitoba Housing Action Plan (2022/23)
In June 2019, the Manitoba government signed the Manitoba-Canada Mortgage and Housing Corporation Bilateral Agreement under the 2017 National Housing Strategy. The Manitoba Housing and Renewal Corporation One-Year Action Plan (2022/23) includes Manitoba’s housing context and objectives, use of funds, and associated targets and outcomes.

National Housing Strategy – Manitoba Housing Action Plan (2019/20 to 2021/22)
In June 2019, the Manitoba government signed the Manitoba-Canada Mortgage and Housing Corporation Bilateral Agreement under the 2017 National Housing Strategy. The past action plan covered years 2019 to 2022.

Pathways to a Better Future: Manitoba’s Poverty Reduction Strategy is the current strategy for Manitoba, updated in 2019. The strategy is guided by the following vision: “All Manitobans have resources, opportunities and access to achieve a better quality of life.”

Provincial Housing Consultation – What We Heard
The Manitoba government invited Manitobans to participate in province-wide consultations on housing issues to inform the province’s second three-year action plan under the National Housing Strategy. Feedback received from the consultation process has been summarized into a downloadable What We Heard report.

Manitoba Social Enterprise Strategy
The Manitoba Social Enterprise Strategy is a co-constructed strategy developed by Manitoba’s social enterprise sector and the Manitoba government. The vision for this strategy is the creation and support of strong and growing employment-focused social enterprises that provide training. The purpose of the strategy is to collaboratively create an inventory of concrete and relevant proposals to help accomplish this vision.
