Hearing Decisions


Written hearing decisions are sent to the Licensees within 60 days of the hearing. The Licensees have 30 days to appeal the decision in the Court of Queen's Bench.

Licensee is required to take six (6) credit hours in ethics by December 31, 2020. This requirement is in addition to the professional development credits needed to maintain an annual license.

Allegations that Mr. Robert Gregory Emerson submitted falsified documents required by the Board's approved school for completion of the funeral director and embalmer program, subsequently wrongly obtaining a certificate of qualification and funeral director/embalmer licence, and thereby breaching the Code of Ethics and The Funeral Directors and Embalmers Act.

Mr. Emerson is ordered to complete 15 funeral arrangements signed off by a licensed funeral director and approved by the Canadian College of Funeral Service.

Mr. Emerson is ordered to pay one-half of the cost of the hearing which is $1050.00.

Once Mr. Emerson has completed 15 funeral arrangements that are approved by the Canadian College of Funeral Service, he may re-apply for a funeral director's licence.

Allegations that Mr. Chad Wheeler failed to deposit monies received under prearranged funeral plans to an authorized trustee as prescribed by The Prearranged Funeral Services Act; provided funeral services under prearranged funeral plans while not licensed under The Prearranged Funeral Services Act; breached the Code of Ethics under The Funeral Directors and Embalmers Act; and contravened The Funeral Directors and Embalmers Act.

2018-04 2018-11-19 The Board found that Mr. Chad Wheeler, on 6 occasions, sold prearranged funeral plans without a licence contrary to The Prearranged Funeral Services Act.

The Board found that Mr. Wheeler, on 19 occasions, received money from individuals for prearranged funeral plans and failed to place the money in a trust account as required by The Prearranged Funeral Services Act.

By doing so, the Board found that Mr. Chad Wheeler also breached the Code of Ethics under The Funeral Directors and Embalmers Act, and therefore contravened The Funeral Directors and Embalmers Act.

Effective January 18, 2019, the Board revoked Mr. Wheeler's Certificate of Qualification under The Funeral Directors and Embalmers Act, and canceled Mr. Chad Wheeler's licence to practice as a Funeral Director and Embalmer under The Funeral Directors and Embalmers Act.

An allegation that Todd Harder disposed of his file that held information relating to a deceased person and the funeral services rendered in relation to that person.
