Emergency Medical Responder Exam

To be eligible for Technician - EMR licensing, an Emergency Medical Responder (EMR) Exam Certificate of Completion is required to be submitted with the EMS Personnel Licence Application.

To obtain an EMR Exam Certificate of completion an applicant must successfully complete the EMR exam.

Eligibility for the EMR Exam

Approved EMR educational programs for eligibility to the Manitoba EMR exam:

  • CritiCare Inc
  • Manitoba Emergency Services College
  • Prairie Mountain Health
  • Southern Manitoba Academy of Response Training

The educational certificate must be within one year prior to the application.

EMR Exam Registration Procedure

To register for the exam submit an Emergency Medical Responder Exam Application to the EMS Branch with your course completion certificate.

There is a no cost for the exam. 

The exam process must be completed within two years of the date of completion on th eEMR certificate.


EMR Exam

The EMR exam is divided into two parts:

  • Written exam
  • Practical exam

There is limited space at exams. Therefore exams slots are filled on a ‘first-come, first-serve’ basis.  At a minimum, candidates must register at least 24 hours before the exam date.


Written exam

The exam consists of 100 multiple choice, matching, true/false and scenario items. The exam items are based on:

Candidates must achieve 80 per cent to pass the written exam. Unsuccessful candidates may access up to two (2) retest exams.

Upon successful completion, candidates are eligible to access the practical exam.


Practical Exam

The Emergency Medical Responder practical exam includes 15 separate skill stations. The exam will take less than two hours to complete.

2019 Practical Exam dates (all dates are subject to change)

  • January 25 & 26
  • February 22 & 23
  • March 22 & 23

Candidates must meet a set of critical criteria for each of the 15 skill stations to be successful. Critical criteria are identified as something that could potentially cause further injury to the patient. Examples: opening an airway on c-spine compromised patient causing movement of the neck, not checking a pulse in a limb with a fracture has the potential to negatively impact treatment, inaccurate vital sign assessment has the potential to negatively impact treatment related to assisting with medications, etc.

  • Candidates will be required to retest only those stations that are identified as unsuccessful, unless more that 5 stations are failed.
  • Candidates that are unsuccessful in six (6) or more stations will be required to retest all 15 stations.

Unsuccessful candidates may access up to two (2) retest exams.
