Submission Information

Access to personal health information held by the Manitoba Government and its agencies for research purposes requires approval from the Health Information Privacy Committee (HIPC).

The Manitoba Centre for Health Policy (MCHP) is responsible for providing access to personal health information maintained by Manitoba Health, Seniors and Active Living. Approval from the HIPC and a Research Ethics Board established by an academic institution is required before the MCHP will grant access to the information.

We are not accepting hard copies of the HIPC application form. Please e-mail the application form and all supporting documentation to HIPC@gov.mb.ca. The deadline for receipt of submission is two weeks before the meeting.

Any significant changes to the originally proposed study design must be reported to the HIPC Chairperson for review and approval in advance of its implementation. Please complete a Protocol Amendment Form and email one (1) signed copy to the HIPC Coordinator at HIPC@gov.mb.ca.

The following document has been created to provide researchers with information about the requirements of the HIPC for collecting and using Personal Health Identification Numbers (PHINs) for research.
The next scheduled HIPC meetings are:
  • December 14, 2020 (submission deadline: November 30, 2020)
  • January 25, 2021 (Submission deadline: January 11, 2021)
  • March 8, 2021 (Submission deadline: February 22, 2021)
  • April 12, 2021 (Submission deadline: March 29, 2021)
  • May 17, 2021 (Submission deadline: May 3, 2021)
Additional Information:
  • Submissions should be collated so that they can be easily sent to the individual HIPC members. See Submission Requirements for a complete list of the required documents that must be included in the submission package.  Submissions must be received no later than two weeks before the scheduled HIPC meeting.
  • Complete ALL questions on the application. Applications that are not completed in full will not be reviewed by the HIPC.  Referencing the protocol and/or attachments is not acceptable as an alternative to completing each section of the HIPC application.
  • It is the responsibility of the applicant to provide the HIPC with a submission package that is complete, clear and concise. Please use simple, non-technical terms and try to avoid medical jargon and acronyms. The HIPC is made up of members with expertise across a range of areas and includes representatives from the public. It is helpful if the project is explained in lay terms so that all members can review the submission with a clear understanding of its content.
  • The HIPC Coordinator can be consulted during the development of this application. It is recommended that a copy of the application be submitted to the HIPC Coordinator for review and feedback at least one week prior to the submission deadline.
  • Filling out the application in MS-Word: Using the tab or arrow keys, the cursor will advance to the next input field, with the document text being protected from inadvertent changes. Checkboxes may be checked by clicking with a mouse, using the space bar, or entering an 'x'. All information must be typewritten in the spaces provided. Do not use a font size smaller than 10 points.
