The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding James Sheldon JASPER, 47 years of age, a convicted sex offender who is considered high risk to sexually re-offend against all children, particularly male children.

JASPER will be released from Headingley Correctional Centre on December 19, 2023.

JASPER has been convicted previously of numerous sexual offences against children. Although he has participated in sexual offender treatment in the past, JASPER is still considered high risk to re-offend. All children, particularly male children, are at risk of sexual violence.

James Sheldon JASPER, born August 3, 1976, is 5’6” (170 cm), weighs 109 kg (239 lbs), has black hair, brown eyes and is Indigenous with a scar on his neck and forehead.

He is expected to take up residence in Winnipeg.

Background information:

James Sheldon JASPER is a 47-year-old male with a criminal record for sexual offences against children, particularly male children.

Of note, on November 25, 2003, JASPER was convicted of a sexual offence against a 10-year-old boy. JASPER invited the boy into his car, drove him to a secluded spot and sexually assaulted him. JASPER was sentenced to 26 months in jail followed by a 10-year long-term supervision order. After completing the prison portion of his sentence, he was released on January 23, 2006. However, JASPER was subsequently convicted of breaching the terms of his long-term supervision order, in 2011 and 2016, and breaching the terms of his probation order in 2018 and 2021.

On April 3, 2020, JASPER was released from serving a 24-month sentence (in addition to 6 months pre-sentence custody credit) at Stony Mountain Institution, regarding the 2018 convictions for breach of his probation order, for attending near a daycare, and being in possession of an electronic device.

JASPER was rearrested in August 2020, and convicted on June 17, 2021, for breach of his probation order by being in possession of an electronic device capable of accessing the internet, and received a sentence of 138 days (in addition to 462 days pre-sentence custody credit).

On March 7, 2023, JASPER was convicted of breaching his probation order for attending a park on August 21, 2022. Upon arrest, JASPER was in possession of colouring books, pencil crayons, a knife, binoculars, and condoms. He received a sentence of 432 days (in addition to pre-sentence custody credit of 297 days) and 2 years supervised probation. He will be released regarding this conviction on December 19, 2023.

Upon release JASPER will be subject to supervised probation and weapons prohibition orders, and lifetime prohibition order that, among other things, prohibits him from:

(a) attending a public park or public swimming area where persons under the age of 16 years are present or can reasonably be expected to be present, or a daycare centre, school ground, playground or community centre;

(b) seeking, obtaining or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity, that involves being in a position of trust or authority towards persons under the age of 16 years;

(c) having any contact with a person who is under the age of 16 years, unless he does so under the supervision of a person whom the court considers appropriate; and

(d) possessing weapons.

Although Mr. JASPER has participated in sex offender treatment programs in the past, he is still considered high risk to re-offend. Children - young boys in particular - are at risk of sexual violence. Some of JASPER’s victims have been “groomed” by him involving predatory, premeditated behaviour to access vulnerable victims, particularly young boys, to facilitate the sexual offences.

JASPER is expected to take up residence in Winnipeg.
