Amusement Rides - Schedule B
The purpose of Schedule B of the Technical Safety Regulation is to protect Manitobans from the risks associated with amusement rides by:
- Conducting inspections of amusement rides prior to public operation each year,
- Conducting spot-check inspections during the operating season to verify continued compliance with safety, maintenance, and operational requirements,
- Issuing orders, administrative penalties, and enforcement actions for non-compliance, and
- Issuing operating permits

The following equipment types are not regulated as an amusement ride under the Technical Safety Act and Technical Safety Regulation:
- Rides on a non-moving base designed to accommodate one or two people
- Rides that operate by, or primarily by, human muscle power
- Rides operated at a private residence
- Rides operated at a private club, where the ride is for the exclusive use of club members
- Coin-operated rides
- Water slides
- Zip lines
- Inflatable devices
- Dry slides that do not exceed 4 metres (13.1 ft) in height
- Hot air balloons
- Recoil tethered amusement devices (including bungee-type devices)
- Trampolines
- Model trains that:
- operate primarily for demonstration purposes,
- operate on a track with an internal gauge of 30.5 cm (12 in) or less, and
- operate at a speed of 12 km/h or less
- Devices whose sliding action is dependent on snow or ice
- Elevating devices
- Motor vehicles, as defined under The Highway Traffic Act
Amusement ride owners are responsible for ensuring:
- Each amusement ride is inspected annually before public use
- All inspection orders are addressed and complied with
- Rides are safely operated and maintained throughout the operating season

Inspections will include:
- Annual inspections prior to public use
- Inspections following reported incidents, unsafe conditions, or safety concerns
- Spot-check inspections during the operating season
An amusement ride must not be operated for public use unless an operating permit has been issued for that ride by Inspection and Technical Services (ITS). An operating permit will not be issued until:
- the amusement ride has been inspected by an ITS Inspector, and
- the ITS Inspector has approved the amusement ride for operation
Operating permits expire on March 31 following the date it is issued, unless suspended or cancelled earlier. Operating permits are not transferable.
Applying for an Operating Permit
Effective September 1, 2026, to obtain an operating permit for an amusement ride, the owner must:
- Submit ITS ED Form 31 - Application for Amusement Ride Permit and Registration
- Pay the prescribed fee
If, after submitting an application, there is a change to any of the information provided, the owner must notify ITS immediately.
