      Re-appointment of the Conflict of Interest Commissioner

Clerk Assistant (Ms. JoAnn McKerlie-Korol): Good afternoon. Will the Standing Committee on Legislative Affairs please come to order. The first order of business is the election of a Chairperson. Are there any nominations?

Ms. Bonnie Korzeniowski (St. James): I nominate Marilyn Brick.

Clerk Assistant: Ms. Brick has been nominated. Are there any further nominations? Seeing none, Ms. Brick, would you please take the Chair.

Madam Chairperson: The next order of business is the election of a Vice-Chairperson. Are there any nominations?

Ms. Korzeniowski: I nominate Mr. Reid.

Madam Chairperson: Mr. Reid has been nominated. Are there any further nominations? Seeing none, Mr. Reid has been appointed Vice-Chairperson.

      This meeting has been called to consider the re-appointment of the Conflict of Interest Commissioner. Copies of the applicable legislation for this position were circulated at the commencement of this meeting.

      For the information of the committee, section 19.5(1) of The Legislative Assembly and Executive Council Conflict of Interest Act states that on recommendation of the Standing Committee on Legislative Affairs, the Lieutenant-Governor-in-Council shall appoint a Conflict of Interest Commissioner. The act also specifies that the Commissioner is to be appointed on a part-time basis.

      I would like to advise the committee that Mr. Bill Norrie's term as Conflict of Interest Commissioner will expire on December 3, 2005. Mr. Norrie has indicated his willingness to remain in this position until February 1, 2007.

      How does the committee wish to proceed this morning? 

Hon. Gord Mackintosh (Minister of Justice and Attorney General): Until we are finished.

Madam Chairperson: Until we are finished, okay. [interjection] I am sorry, the date that his term currently expires is December 3, 2005. This position would have him remain in the position until February 1, 2007.

      If there are any questions, Mr. Bryans is in the audience and we could ask him to join us to answer questions.

Mr. Mackintosh: Just for the record, perhaps a question to Mr. Bryans, that if Mr. Norrie was appointed, would he be willing and able to take the appointment again?  

Madam Chairperson: Did you want to ask that question one more time, Mr. Mackintosh? Oh, Mr. Bryans.

Mr. Fred Bryans (Executive Director of Administration and Finance, Legislative Assembly Management Commission): Yes.

Mr. Mackintosh: Well, I would move that the committee recommends to the Lieutenant-Governor-in-Council that Mr. William Norrie be re-appointed as Conflict of Interest Commissioner with his term to expire February 1, 2007.

Madam Chairperson: It has been moved by Minister Mackintosh that this committee recommends to the Lieutenant-Governor-in-Council that Mr. William Norrie be re-appointed as Conflict of Interest Commissioner with his term to expire February 1, 2007.

      Is it the will of the committee to adopt the motion? [Agreed] The motion is adopted.
