      Your first item of business is the election of a chairperson. Are there any nominations for this position?

Mr. Gregory Dewar (Selkirk): It's my pleasure to nominate Ms. Howard.

Clerk Assistant: Ms. Howard has been nominated. Are there any further nominations?

      Hearing no other nominations, Ms. Howard, will you please take the Chair.

Madam Chairperson: Our next item of business is the election of a vice-chairperson. Are there any nominations?

Mr. Dewar: I nominate Ms. Marcelino.

Madam Chairperson: Ms. Marcelino has been nominated. Are there any other nominations? Hearing no other nominations, Ms. Marcelino is elected Vice-Chairperson.

      This meeting has been called to consider the following bills: Bill 232, The Public Schools Amendment Act (Anaphylaxis Policies); Bill 300, The Royal Lake of the Woods Yacht Club Incorporation Amendment Act.

      In what order does the committee wish to consider these bills?

Mr. Dewar: As listed.

      How long does the committee wish to sit this afternoon?

Mr. Kelvin Goertzen (Steinbach): Until midnight, and then we can review.

Madam Chairperson: Are there any other suggestions?

Mr. Doug Martindale (Burrows): Until both bills are passed.

Madam Chairperson: Is it agreed the committee will sit until we pass the bills? [Agreed]

      We have no presenters registered for these bills, but, before we proceed, is there anyone in attendance who wishes to make a presentation to either of these bills?

      We'll now proceed to clause-by-clause consideration of the bills. During the consideration of a bill, the preambles and acting clauses and titles are postponed until all other clauses have been considered in their proper order.

      Also, if there's agreement from the committee, I will call clauses in blocks that conform to pages, with the understanding that we will stop at any particular clause or clauses where members may have comments, questions or amendments to propose. Is that agreed? [Agreed]

Bill 232–The Public Schools Amendment Act (Anaphylaxis Policies)

Madam Chairperson: Does the bill sponsor, the honourable Member for Southdale (Ms. Selby), have an opening statement?

Ms. Erin Selby (Southdale): Yes, I do.

Madam Chairperson: Go ahead, Ms. Selby.

Ms. Selby: I just wanted to quickly give credit and thanks to two of my constituents, Krista and Peter Wiebe, who brought this to my attention, and have a young son with an anaphylaxis allergy, and just were the ones to first note the difficulty of dropping a child off every day when you have that sort of a situation in your home, and the trust in the professionals that you leave your children with. So I thank them for bringing this to my attention.

      I also want to thank the folks at the Manitoba Anaphylaxis Information Network for providing me with a little more information on what it means for families who live with children with life-threatening allergies.

      I also want to thank the Minister of Education (Mr. Bjornson), the Minister of Health (Ms. Oswald), the Minister of Family Services and Housing (Mr. Mackintosh) for being so supportive of this bill when I brought it forward, and also to Glen McLeod, who was also very helpful in helping me put this bill together. Thank you to everyone.

Bill 300–The Royal Lake of the Woods Yacht Club Incorporation Amendment Act

Madam Chairperson: On Bill 300, we'll first hear a report on the bill from Val Perry, Law Officer of the House, in accordance with rule 158(1).

Ms. Valerie Perry (Law Officer of the Legislative Assembly): As required by subrule 158(1) of the rules of the House, I now report that I have examined Bill 300, The Royal Lake of the Woods Yacht Club Incorporation Amendment Act, and have not noted any exceptional powers sought or any other provision of the bill requiring special consideration.

Madam Chairperson: We thank Ms. Perry for that report.
