Manitoba Flood Recovery Program


Manitoba Transportation and Infrastructure's Emergency Management Organization (EMO), in partnership with the Canadian Red Cross (CRC), is providing in-person recovery support and services for residents affected by recent flooding. See the schedule.



About the Program

If your home or personal property was damaged by flooding between June 6 and July 1, 2026, you may be eligible for financial assistance through the Manitoba Flood Recovery Program (MFRP).

MFRP is for individuals without insurance or without enough insurance.

MFRP is designed to give recovery support to individuals (homeowners and tenants) located in "hard-hit" areas that experienced a 1-in-10,000-year event or greater.

An individual is eligible if their primary residence is in the following communities:

  • RM of Mountain
  • Municipality of Minitonas-Bowsman
  • Town of Swan River
  • Municipality of Swan Valley West
  • Municipality of Roblin
  • Duck Mountain Provincial Park
  • Northern Affairs Community of Camperville
  • Town of Stonewall
  • RM of Rockwood
  • RM of Rosser
  • RM of Woodlands
  • RM of St. François Xavier
  • RM of St. Andrews
  • Town of Teulon
  • Town of Winnipeg Beach
  • Village of Dunnottar

Please note: Organizations (farms/businesses) and local authorities are not eligible. Property owners located outside of the determined "hard-hit" communities above are also not eligible.


Apply

If you already applied for Disaster Financial Assistance online or attended one of our in-person information sessions, your application is transferred to the MFRP. You do not need to apply again.

If you haven't applied for Disaster Financial Assistance and you would like to apply for to the MFRP you can do so using the online Disaster Financial Assistance application. This application will be transferred to the MFRP. You can also download the application form and print it, call to have one mailed to you, or visit your municipal office.

$500 advance payments are starting to be sent by mail to eligible claimants who applied for DFA. No further application or action is required to receive this advance payment.


Required Documents

To receive assistance through the program, you must:

  • Submit the MFRP Waiver and Consent Form. This waiver includes a commitment to consult with an insurance broker and secure available insurance for future flooding events. The MFRP Waiver and Consent Form will be mailed to applicants in the coming days.
  • Submit an Insurance Declaration Form completed by your insurance company or broker.
  • Submit your Property tax bill (homeowners); rental agreement (tenants)

Next Steps

  • Keep your MFRP Claim Number handy and include it on all documents you send us.
  • Submit your required documents:
    • MFRP Waiver and Consent Form
    • Insurance Declaration Form
    • Property tax bill (homeowners); rental agreement (tenants)
  • Send us photos of the flood damage.
  • Keep all receipts, invoices, estimates, and documents related to your recovery and repairs.
  • Submit your receipts and invoices as you repair your property or replace damaged items.
  • Contact us immediately if:
    • Your home has structural damage.
    • Your home has significant damage to the main living area.
    • Your home is unsafe to live in.
    • You have major damages that require urgent attention.

Payment

Payments may be issued based on submitted photos or a rapid damage assessment; an in-person inspection may not be required. Based on submitted receipts, invoices, estimates and documents, additional payments may be issued as eligible expenses are reviewed.

A minimum of $2,500 or 20% deductible, whichever is greater, is applied to all claims. The deduction is applied to your initial payment, so you will not be out-of-pocket for this amount.


Eligible Basic and Essential Expenses

The Manitoba Flood Recovery Program (MFRP) helps people recover from flood damage by covering basic and essential needs. The program is intended to help restore your home and property to a safe and functional condition. It does not cover all losses, provide full compensation, or return your property to its pre-flood condition.

MFRP may help cover costs related to:

  • Emergency measures taken during a flood, such as sandbagging, protecting property, or temporarily moving belongings to a safe location.
  • Temporary housing, meals, and transportation if you had to leave your home because of flooding.
  • Temporary care for pets and other domestic animals, including transportation, food, shelter, and care.
  • Flood clean-up and debris removal, including mould remediation.
  • Repairs to your primary residence, such as damaged drywall, flooring, carpet, and baseboards.
  • Essential household items damaged by flooding, such as appliances, furniture, and clothing.
  • Mental health supports related to the flood.
  • Approved flood mitigation measures to reduce future flood risk.

MFRP does not provide assistance for:

  • Cottages, vacation properties, or other secondary residences.
  • Non-essential personal property.
  • Luxury items, such as artwork, jewelry, designer clothing, high-end furnishings, or gaming computers.
  • Swimming pools, hot tubs, and saunas.
  • Private roads, recreational trails, lawns, gardens, and fences.
  • Damage caused by erosion.
  • Routine seasonal preparedness activities or regular property maintenance.
