Who We Are


The Winnipeg Rail Relocation Study is led by Lloyd Axworthy, appointed to provide recommendations to the Manitoba government on the future of rail in and around Winnipeg. As former federal transportation minister, Axworthy worked with the Province of Manitoba and the City of Winnipeg to relocate a railyard and create The Forks, one of Canada's most celebrated urban redevelopments.

Working with the Transport Institute at the University of Manitoba's Asper School of Business, Axworthy is supported by transportation and policy experts whose research and analysis will complement the voices of citizens and inform the final recommendations including a comprehensive cost-benefit analysis.

To support this work, a broad-based community advisory board has been formed. Members bring perspectives from across Winnipeg including representatives from the Business Council of Manitoba, Social Planning Council, First Nations, Métis and urban Indigenous leaders, labour, urban planners, academics and civic advocates. The advisory board ensures the process is guided by the values, priorities and lived experiences of Winnipeggers.
