Pursuant to clause 6(5)(b) of The Environment Act, I hereby request that the Clean Environment Commission convene a public hearing with respect to The City of Winnipeg's Wastewater Collection and Treatment Systems. Terms of Reference for the hearing are enclosed.
Following the hearing, please forward a report to me in accordance with subsection 7(3) of the Act. I am asking that the Commission provide me with its report within six months of the date of this letter.
Mr. Larry Strachan will co-ordinate departmental input to the hearing.
