Borrowing Materials From the Legislative Library

Who can borrow?

Members and staff of the Legislative Assembly of Manitoba, and employees of Manitoba government departments, agencies and Crown Corporations are encouraged to register as library users in order to borrow directly from the library.

Members of the public may borrow materials through the inter-library loan services of their own library.

Loan periods for books and government documents

Circulating materials can be borrowed for a three week period. Materials in heavy demand may be subject to shorter loan periods as determined by Reference Services staff. Unless materials are requested by other Manitoba government employee users, loans may be renewed twice by phone or e-mail after which time the materials must be returned to the Library before a subsequent loan is registered. Extended loans may be granted for long-term research programs on the understanding that materials may be recalled any time after three weeks, as can a regular loan, if requests have been received from other patrons.

Circulating materials will have one of these collection codes:

  • GEN - General collection
  • MAN, CAN, PROV, INT - Government Collections

Loan periods for magazines, newspapers and periodicals

The regular three week loan period applies to magazines and periodicals published within the last year. If they are over one year old, they must be used at the Library

The latest issue of magazines and periodicals is restricted to overnight and weekend loans picked up late in the afternoon and returned early in the morning of the next working day.

Newspapers do not circulate nor do the microfilm copies of the Winnipeg Free Press, Winnipeg Sun, and Winnipeg Tribune. Most microfilm of other newspapers circulates. Contact staff for specific title information.

Materials to be consulted in the Library only

The following items do not circulate:

  • Manitoba government publications more than 40 years old and any for which we have only one copy
  • Publications deposited under Legislative Library Act of which only one copy is held by the library
  • Reference (REF) materials including bibliographies and indexes
  • Rare Book Room (RBC) materials
  • All legislative materials: statutes, bills, debates, committee minutes, etc.
  • Census Canada publications
  • Bound volumes of annual reports
  • Magazines and periodicals over one year old, bound or awaiting binding
  • Newspapers (NSWP) do not circulate
  • Vertical files, press clippings files, and scrapbooks
  • Provincial Archives of Manitoba (ARC) materials listed in the Library's catalogue
  • Microfilm materials.

Items that do not circulate will have one of these collection codes in the Library's online catalogue:

  • ARC - Archives collection - consult at the Library only
  • BIB - Bibliography Collection - consult at the Library only
  • GOVI - Government Bibliography Collection - consult at the Library only
  • NWSP - Newspapers - consult at the Library only
  • RBC - Rare Book Collection - consult at the Library only
  • REF - Reference Collection - consult at the Library only
  • REFG - Reference Government Documents Collection - consult at the Library only
  • SREF - Stack Reference Collection - consult at the Library only

Internet resources in the catalogue

Internet resources are added to the catalogue for federal, provincial and territorial publications as well as some commercial publications. Use the link in the catalogue record to get to the web-based document.

Internet resources included in the catalogue will have one of these collection codes:

  • EBOOK - Trade books on the Internet
  • EDOC - Government documents on the Internet
  • EPER - Periodicals on the Internet

What if an item is signed out to someone else?

A hold can be placed if you have registered online. Click on My Account from the Information Portal. If you do not have an account, see our registration instructions. If you need assistance, please contact the library staff.

Lost items

If materials are reported lost, the cost of replacement and processing is charged back to the borrower's department. Materials are assumed to be lost if they have not returned to the Library after three notices regarding their overdue status have been sent to the registered borrower (approximately ten weeks after the initial loan transaction). At that time, the Library initiates their replacement and the charge back is sent to the borrower's department.
