Capital Priorities


Port of Churchill Plus is seeking long-term capital participation across a platform with an estimated total capital opportunity of up to $80 billion CAD. The initial public-facing investment package totals $5.5 billion CAD and is designed to reduce project risk, advance technical and commercial readiness, support Indigenous partnership and move the corridor toward implementation.

  • $1.0 billion CAD: Feasibility, pre-engineering, and engineering studies for the proposed pipeline and 18-million-tonne-per-year terminal.
  • $1.0 billion CAD: Icebreaking capacity to support year-round shipping, Arctic security, Canadian sovereignty, and expanded operating windows.
  • $2.0 billion CAD: Class 1 upgrades to the Hudson Bay Railway and initial modernization and expansion of the Port of Churchill.
  • $1.5 billion CAD: Planning, engineering and construction of an all-season road connection to Churchill.

Infrastructure Platform

Existing assets. Scalable modernization. Integrated corridor potential.

The Port of Churchill Plus platform is anchored by Arctic Gateway Group's (AGG) existing assets. AGG is a Manitoba-based company with an ownership structure that includes First Nations and northern Manitoba communities. Since 2018, substantial investment has been made to acquire, restore and renew the port and rail assets, creating a stronger foundation for future private sector investment.

  • Port of Churchill: Canada's only Arctic deepwater seaport connected to the North American Class 1 rail network, with existing deep-sea berths, rail access, cargo-handling facilities and storage capacity.
  • Hudson Bay Railway: A strategic northern rail corridor connecting The Pas to Churchill and linking the Port of Churchill to the continental Class 1 rail system.
  • Churchill Marine Tank Farm: Existing energy-related infrastructure supporting future energy corridor opportunities.
  • Intermodal integration: Connections to Winnipeg Richardson International Airport, CentrePort Canada, Ports Manitoba, rail, road, air-cargo, industrial land and Foreign Trade Zone infrastructure.
  • Clean power and communications: Access to clean Manitoba hydro power and fibre optic connectivity.
