Heritage Resources Conservation Grant


What is the Heritage Resources Conservation Grant?

The Heritage Resources Conservation Grant program will support projects that demonstrate a commitment towards the conservation and long-term sustainability of heritage properties legally protected under The Heritage Resources Act or the City of Winnipeg Bylaw 55/2014.

The program prioritizes conservation activities that are in accordance with The Standards and Guidelines for the Conservation of Historic Places in Canada, which establishes a consistent set of conservation principles and guidelines adopted by federal-provincial-territorial heritage agencies.

What is the deadline?

The deadline for applications is January 15 each year.

Who can apply?

In order to receive grant assistance, an applicant must meet at least one of the following criteria:

  • Applicant owns, or is a long-term lessee* of, a heritage property legally protected, or ‘designated’, under The Heritage Resources Act.
  • Applicant owns, or is a long-term lessee* of, a heritage property legally protected, or ‘listed’, under the City of Winnipeg Bylaw 55/2014, prior to April 1, 2019.
  • Applicant is a Municipal government, a professional association or a non-profit organization with charitable status responsible for the management of legally protected heritage properties.

Note:  An exception is that Municipal governments or owners of potential heritage sites may apply for Research grants leading to new designations – see Grant Program Categories).

* An applicant who is a lessee with a long-term lease must have written permission from the owner to undertake the proposed conservation project

What is the funding formula?

Provincial funding for research, conservation planning, and capital projects is available for funding on a 1:1 matching basis (up to 50% of project expenses provided by the grant).

For the establishment after June 11, 2019 of endowments for long-term maintenance of a site, the Province will provide $1 for every $2 raised, to a $25,000 maximum.

Funding levels for education and training projects will be determined on a case-by-case basis.

How do you apply for a grant?

NOTE: Prior to undertaking any work, successful applicants for capital project funding must confirm their project construction schedules to enable HRB to arrange pre-construction project start-up meetings.

What do you do once your approved project is completed?

Your project completion submission will include the following:

  • For all grant categories: a completed Project Financial Activity Report form, including receipts or cancelled cheques to verify that the applicant has paid all suppliers or contractors for the reported eligible project expenses. Blank reporting forms will be provided to applicants whose projects are approved.
  • For Research grants and Conservation Planning grants: a copy of the final report.
  • For Capital Projects grants: a photographic record of the ongoing and completed conservation work.
  • For Education/Training grants: a program summary, including, as appropriate, a record of attendees, a course transcript or training manuals/videos, bibliography, etc.
