Application for Pipeline Operating Licence (pdf)
- A holder of a valid pipeline construction permit can make application to the Minister under Section 152 (2) of The Oil and Gas Act for approval for a pipeline operating licence once construction of the line is complete. The application shall include:
a. report summarizing pipeline construction activities, including:
i. statement indicating completion and compliance with all terms and conditions in Pipeline Construction Permit and Environmental Licence, if required;
ii. status of clean up and rehabilitation with the pipeline ROW and temporary work areas; and
iii. status of any environmental issues encountered during pipeline construction.b. report summarizing pipeline construction activities, including:
i. pipeline ROW; and
ii. terminal, LACT, pump stations, and/ or end points of the pipeline;c. Digital shape file of the as-built location of the pipeline as per Informational Notice 15-02. The file shall use UTM NAD 83, zone 14N projection.
d. PDF copy of the most recent operations and maintenance manual for the pipeline.
e. Pipeline integrity confirmed by:
i. original charts of hydrostatic testing; and
ii. statement regarding results of x-ray or other testing procedures deemed acceptable by the Branch.f. Proposed maximum operating pressure.
g. Requested startup date and start up procedures for the pipeline.
2. The submission shall be signed by an officer of the company making application.
