Guidelines for Presentations to Standing Committees
- Committee meetings will be broadcast live on the Assembly website and YouTube (Room 255) and (Room 254). Everyone, including members of the public and the media, are able to watch. It will also appear in our broadcast archive thereafter.
- If you do not wish to appear on the broadcast, please consider providing a written submission instead.
Attending a Meeting
- As per the Sessional Order passed in the House on October 7, 2020 and subsequently amended, public presentations to Bills at Standing Committees will take place both virtually and in person. As well, since the spring of 2022, our public galleries in the Committee rooms are again open to members of the public wishing to observe the proceedings.
- All Standing Committee meetings of the Legislative Assembly will take place using Zoom Webinar if there is anyone participating virtually.
- The Zoom meeting will be hosted by a Legislative Assembly Moderator who will be your primary contact for technical issues.
- The Zoom link will be sent via a calendar invitation between 5:00 p.m. and 5:40 p.m. on the day of the Committee meeting.
- As per our standard practice, the use of props, banners, displays, and clothing with inappropriate language or messages that could be construed as inflammatory will not be permitted.
Handouts and Briefs
- Everything you say during your presentation and the Q & A will be recorded and printed verbatim in the Hansard transcript of the meeting. This will be published on our website. As mentioned above, there will be an archived video of the meeting and your presentation available on our archive and YouTube.
- In order to reduce the likelihood of COVID-19 transmission through sharing documents and in an effort to reduce paper waste, please consider if a handout is absolutely necessary.
- If a handout is essential to your presentation, if you are participating virtually please ensure to email it to either Committees Branch at firstname.lastname@example.org, or to the Moderator of the Standing Committee you are attending as soon as you join the Zoom meeting. If you are presenting in person, please bring 20 copies with you to the Committee meeting.
Can I present by phone call?
- Yes. The Assembly has the capability for presenters to dial in to the Zoom meeting from a landline or cell phone to present to Committees.

How Standing Committees Operate
After receiving First and Second Reading, a Bill is referred to a Standing or Special Committee, or to a Committee of the Whole House for consideration. It is during this third stage, the Committee Stage, that the content of a Bill is reviewed in detail and public presentations are heard.
Members of the public interested in making a presentation relating to a particular Bill referred to a Standing Committee may register to do so by using our online presenter registration form or contacting the Office of the Clerk at 204-945-3636.
Standing Committees may also consider annual reports.
