Bills of Lading and Uniform Conditions of Carriage
A bill of lading is a shipping document that confirms a contractual agreement to conditions of carriage set out in regulation. Manitoba’s Bills of Lading and Uniform Conditions of Carriage Regulation allows carriers to limit their liability on goods transported.
Under The Highway Traffic Act, for-hire carriers are required to use a bill of lading. Using a bill of lading is in the interest of carriers as it limits liability for the goods carried. Choosing not to use a bill of lading may be detrimental to the carrier.

Beginning March 1, 2019, as part of the Traffic and Transportation Modernization initiative, the Bills of Lading and Uniform Conditions of Carriage Regulation replaces the Motor Transport Board’s Bills of Lading, Rules of Carriage Regulation, and the Used Household Goods Regulation. The new regulation addresses general freight carriers, livestock carriers, and moving companies.
The Conditions of Carriage Regulations under The Motor Vehicle Transport Act (Canada) states that the conditions of carriage for extra-provincial truck undertakings are those prescribed in the laws of the province where the transport originates. Virtually all Canadian jurisdictions regulate conditions of carriage.
