Winter Road Overweight/Overdimensional Permit Conditions

NOTE: PERMIT REQUIRED – contact Permit Services at 1-204-945-3961 or 877-812-0009 to request a permit for winter road travel

One Move Permits are required for travel on the Winter Road System when:

  • Overall width exceeds 2.6m
  • Overall height exceeds 4.15 m
  • Overall length exceeds 23.0 m for a truck and trailer or a truck tractor semitrailer
  • Overall length exceeds 12.5 m straight truck
  • Gross vehicle weight (GVW) exceeds the posted weight of the winter road and/or the unit has axle weight exceeding the maximum legal weight as prescribed in Manitoba Regulation 155/2018.
  • You are operating a truck or a truck tractor with a tridem drive axle and/or a tandem steer axle
  • All special mobile machines
  • You wish to operate a configuration which contains more than one (1) semitrailer or trailer unit (i.e.: B-train). These may not be permitted to operate on the Winter Road System - approval will depend on a review by the Manager of the Winter Road Program.

Winter Road Overweight/Overdimensional Permit Conditions

The following conditions will apply when traveling with an overweight and/or over dimensional load on Manitoba Provincial winter roads. Annual permits issued for travel on RTAC routes, A1 and B1 Class Highways are not valid for travel on the Winter Road System and/or any All-season Access Road.

Pilot vehicles must adhere to requirements as prescribed in Part IX of the Vehicle Weights and Dimensions on Classes of Highways Regulation (M.R. 155/2018).

  1. Loads with a width from 3.5 m - 4.24 m:
    • one (1) front pilot escort vehicle equipped with a CB radio (channel one) or VHF FM radio (channel LADD 1 (154.1 MHz)).
    • night travel permitted
  2. Loads with a width from 4.25 m - 4.88 m:
    • one (1) front pilot escort vehicle equipped with a CB radio (channel one) or VHF FM radio (channel LADD 1 (154.1 MHz)).
    • one (1) winch truck, capable of towing the wide load(s) or other transport trucks required
    • night travel must be approved by Provincial Department staff
  3. Loads with a width over 4.88 m are not recommended. There is no guarantee that permits would be authorized on any given year. Conditions such as road widths, snowfall amounts and traffic volumes may not allow for loads of this width. When permitted the following conditions will apply:
    • the Permit Holder is responsible for constructing holding areas along the winter road every 10 km. These holding areas are to be constructed in advance of the scheduled move in order to allow sufficient frost penetration to support the weight of a loaded truck of 39.5 metric tonnes (39,500 kg). The Permit holder must barricade the holding areas to avoid use by other carriers during the frost penetration period.  Holding areas must be inspected and approved by Provincial Department staff prior to permit authorization
    • two (2) pilot escort vehicles, equipped with two-way and CB radios (channel one) or VHF FM radio (channel LADD 1 (154.1 MHz)). First one to move to holding area in advance of the wide load(s), to hold traffic and the second to trail the convoy
    • one (1) winch truck, capable of towing the wide load(s) or other transport trucks required
    • two (2) days advance notice is required of the scheduled move, to allow the Department time to notify the trucking industry and public
    • if there are multiple overwidth loads moving, they should travel as a convoy to minimize disruption to traffic flows

         Bridge Restrictions:

  1. Width restriction on Echimamish River Bridge between PR 373 and Oxford House is 4.27 m.
  2. Width restriction on Cochrane River Bridge between the Brochet junction and Brochet is 4.27 m.
  3. At all bridge structures along the route, vehicle must travel down the centerline of roadway at 10 km/h maximum speed with no other vehicles on the structure during the crossing.

Winter Road overweight permit holders must provide documentation from a provincial weight station indicating axle weights for the vehicle configuration. Winter Road Project Manager must be notified seven (7) days prior to move date, allowing time to determine ice-bearing capacities for approval.
