About the Study


The Winnipeg Rail Relocation Study is an opportunity to take a visionary, inclusive and forward-looking approach to examining the future of rail in the capital region and beyond.

In October 2024, Premier Wab Kinew asked Lloyd Axworthy to lead a comprehensive two-year review of the rail systems in and around Winnipeg. The study's core objective is to explore how to enhance Winnipeg's role as a national and continental transportation hub, while addressing how rail infrastructure affects community safety, well-being and growth. As technologies advance, supply chains shift and national infrastructure is renewed, new possibilities emerge for sustainable planning and innovative approaches to housing, health and employment.

The Winnipeg Rail Relocation Study is collaborating with all orders of government, rail officials, rights holders and stakeholders, business, labour and community leaders, as well as individual Manitobans. A cornerstone of the effort is to listen to those most affected through inclusive community meetings and public engagement - shaping a shared path forward by creating space for input, collaboration and innovation.
