Pesticide Use Permit - Richardson’s Ground Squirrel Control Program
City of Winnipeg - Parks and Open Spaces Division
Updated March 13, 2026
Decision on City of Winnipeg Parks and Open Space Division Pesticide Permit Application
The City of Winnipeg’s application for the use of Rozol RTU Field Rodent Bait and Rocon Concentrate Rodenticide in its ground squirrel management program has undergone a comprehensive technical review with input from Manitoba Health, Seniors and Long-Term Care, Wildlife, Environmental Compliance and Enforcement, Manitoba Agriculture, Health Canada, and other subject‑matter experts. All public comments received during the comment period were also reviewed and considered.
A permit has been issued with numerous terms and conditions designed to mitigate potential risks to human health and the environment. The decision balances the need to maintain safe, usable athletic fields while ensuring pesticide use is limited to what is necessary. The permit is valid for one year, and the City has been directed to establish an Environmental Advisory Committee to explore future pest management options.
The full decision and associated reporting requirements will be posted on the public registry.
