Information needed to calculate Provincial operating grant:

"operating grant" means a grant made in respect of the expenses connected with the normal operations of a public library as approved by the minister, excluding capital expenditure for building, land and the purchase of vehicles.


"participating municipality" means, subject to section 2, a municipality that has (a) established a municipal public library under section 9 of the Act; or (b) entered into an agreement respecting its participation in a regional library under section 23 or 29 of the Act.

To be included as a participating municipality in the formula in subsection 3(1) for a fiscal year, a municipality must have contributed at least $3.75 per capita of funding to its public library in the preceding calendar year.

Grant calculation

Calculated based on the total of the amounts of funding that the public library received from each participating municipality in the previous year.

3(1) Subject to subsection (2), the operating grant payable to a public library in a fiscal year is determined in accordance with the following formula:

3(2) applies in a fiscal year only if the total municipal funding received by the public library in the previous calendar year equals or exceeds the amount of municipal funding received by the public library in the calendar year that immediately preceded the coming into force of this regulation.

If the operating grant amount for a public library for a fiscal year, as calculated under subsection (1), is less than the amount the public library received in the fiscal year immediately preceding the coming into force of this regulation, then the public library's operating grant for the fiscal year is the amount the public library received in the fiscal year immediately preceding the coming into force of this regulation.
