Sanctions against Iran
Iranian nationals, who are defined as persons holding Iranian citizenship, or persons residing in Iran may face restrictions in transferring funds to Canadian banks, as a result of the imposition on November 21, 2011, of amended sanctions against Iran under the Special Economic Measures Act (SEMA). These sanctions prohibit persons in Canada and Canadians outside Canada from providing or acquiring “any financial services to, from or for the benefit of, or on the direction or order of, Iran or any person in Iran.” The restrictions also operate to prohibit persons in Iran from opening a bank account in Canada prior to their immigration to Canada for the purpose of transferring funds. The text of the November 21, 2011, Regulations amending the Special Economic Measures (Iran) Regulations can be found at Regulations Amending the Special Economic Measures (Iran) Regulations.
The Manitoba Provincial Nominee Program for Business will continue processing Applications for Nomination, Applications for Exploratory Visits and all scheduled Presentations and interviews of Iranian nationals and persons residing in Iran as per normal procedures. In cases where applicants need to fulfill obligations such as under a Deposit Agreement, they should be aware that they may face restrictions in transferring funds to Canada and should reference the text of the Regulations.
Persons affected by the sanctions on financial transactions may apply for permits from the Department of Foreign Affairs and International Trade (DFAIT) that authorize specified activities or transactions that are otherwise prohibited under the sanctions. Exemptions to the sanctions can be found in section 5(d) of the amended Regulations.

Citizenship and Immigration Canada has changed how it processes permanent resident visa applications submitted by provincial nominees.
Effective Dec. 1, all provincial nominees must submit their permanent resident applications to CIC’s new centralized intake unit in Sydney, N.S.
CIC will continue to accept applications at visa offices until March 31, 2012.
However, Manitoba nominees are strongly encouraged to submit their permanent resident visa applications to CIC’s new centralized intake office. (Address below.)

There has been a significant increase in the number of exploratory visit requests to the Manitoba Provincial Nominee Program for Business (MPNP-B). Potential applicants wishing to undertake an exploratory visit will experience increased waiting times.
The number of Nomination Certificates that the MPNP-B can issue each year is limited. As a result, we are currently assessing only enough exploratory visit requests to ensure that each presentation week is full.
If you have submitted an exploratory visit request, please refer to the following chart for an estimation of how long it may take to process based on when your request was received by our office.

Please be advised that only applicants who have submitted an Exploratory Visit Application and who have been invited to visit Manitoba can be scheduled to attend our presentations. Once you have received an invitation letter and have subsequently obtained a visitor's visa, please contact our office a minimum of two weeks in advance of the presentation you wish to attend in order to finalize all appointments related to your exploratory visit. Travel arrangements for the purpose of an exploratory visit should not be made until an available presentation date has been confirmed by this office.
