Welcome to Manitoba's Capital Region

The Government of Manitoba has a strong commitment to the Manitoba Capital Region. The Province has responsibility for land management, municipal government, resources and the environment. It also contributes financially to infrastructure, educational and health services, some municipal services, and a number of economic development initiatives. Ensuring a safe, healthy, prosperous and efficient Capital Region is important to Manitoba as a whole and is a significant Provincial interest. The Provincial Planning Framework, including the Planning Act and Provincial Planning Regulation, provides guidance for planning initiatives in the Capital Region.

The Manitoba Capital Region is an area surrounding Manitoba's capital and largest city, Winnipeg, located in the southeast part of the province, bounded to the north by the south basin of Lake Winnipeg. The Capital Region includes the 16 Municipalities identified in the Province of Manitoba's Capital Region Partnership Act: the City of Winnipeg; the City of Selkirk; the Town of Stonewall; and the Rural Municipalities of Cartier, East St. Paul, Headingley, Macdonald, Ritchot, Rockwood, Rosser, St. Andrews, St. Clements, St. Francois-Xavier, Springfield, Taché, and West St. Paul. Together, these 16 municipalities make up approximately 1.4% of the land base of the province and had a 2011 population of over 767,000 people, nearly two thirds of the total population of Manitoba.

The Province acknowledges that for the Capital Region to achieve its full potential, efforts must be coordinated and well-planned through effective partnerships. The Province is committed to support the Partnership of the Manitoba Capital Region in this regard.
