Provincial Land Use Policies – Q&A



  1. Question: What are the PLUPs?
  2. Answer: The Provincial Land Use Policies (PLUPs) are a regulation under The Planning Act. The PLUPs reflect the provincial government’s interest in land and resource use and sustainable development and provide policy direction for a comprehensive, integrated and coordinated approach to land use planning. They also serve as a guide to planning authorities (including Winnipeg) in preparing, reviewing and amending development plans and regional strategies. A development plan or regional strategy must be generally consistent with the Provincial Land Use Policies.


  3. Question: Why are the PLUPs being rewritten?
  4. Answer:The last major review and rewrite of the PLUPs took place in 1994. Since that time, concerns have been raised about the vagueness of some of the policies and the need for them to be more coherent and integrated. Additionally, a number of trends, issues and legislative changes have emerged that have a direct relationship to land use. It is important that the PLUPs adequately reflect these issues and trends and provide clear direction as to the provincial interest in and commitment to these matters.


  5. Question: What is the rewrite process and who is involved?
  6. Answer: The provincial government departments with direct involvement in the land use planning process began reviewing the Provincial Land Use Polices as part of the overall Planning Law Review initiated by Intergovernmental Affairs in 2002. The Planning Law Review was aimed at modernizing and streamlining the provincial planning framework, which includes The Planning Act and associated Regulations, such as the Provincial Land Use Policies.

    Chaired by Intergovernmental Affairs, each of the departments involved in the review formed an Interdepartmental Review Committee and prepared draft land use policies related to their specific areas of interest. These policies have been compiled into a comprehensive draft that will be used for consultation purposes, along with a Rationale and Highlights document that provides an overview of the significant changes and improvements in the draft.


  7. Question: Who will be affected by the PLUPs rewrite?
  8. Answer: The Provincial Land Use Policies apply to all land in Manitoba, excluding those under Federal jurisdiction such as reserve lands and the Winnipeg airport. All local authorities--including municipalities, planning districts, northern community councils, Crown lands and other provincial agencies--who are responsible for land use planning and development should become aware of the changes proposed in the draft Policies to determine how they might impact their future plans and activities.

    Existing development plan by-laws will continue to be in force after the new PLUPs are in effect. However as existing plans are amended and reviewed, they will have to be generally consistent with the new PLUPs.


  9. Question: What are the key differences between the draft PLUPs being proposed and the current PLUPs regulation?
  10. Answer: There are a number of significant changes proposed in the draft PLUPs. The details of the key changes have been outlined in a Rationale & Highlights document.

    One goal of the rewrite is to clarify the intent of the PLUPs and make them more user-friendly. Some of this is addressed through the look and structure of the draft PLUPs. Where some of the current Policies may be vague or prone to conflicting interpretation, the new Policies will more clearly state the provincial interest in the use and sustainable development of land, resources and infrastructure.

    The draft PLUPs also give more direction to local authorities for the preparation, review and amendment of development plans, as well as provide guidance for the preparation of other strategies and plans that support the implementation of the development plan. For example, 'growth strategies', 'secondary plans' and 'wastewater management plans' are described and discussed in the rewrite.

    Overall, the intent of the rewrite is to strengthen the existing PLUPs to ensure they adequately reflect important provincial concerns, such as protecting our water resources, and to express the provincial interest in and commitment to addressing emerging trends that are not covered in the current policies.


  11. Question: How will the public be consulted?
  12. Answer: Throughout April and early May, Intergovernmental Affairs conducted 16 workshops around Manitoba with local government and the public, and held meetings with key stakeholder groups. Individual feedback was also collected during the public consultation period via email, mail or fax.


  13. Question: How will public feedback be used?
  14. Answer: Upon the completion of the consultation, all feedback was compiled by Intergovernmental Affairs staff into two 'What You Told Us' reports, which can be found in the Your Feedback section of this website.

    All feedback will be analyzed for consideration in the draft Provincial Land Use Policies. A final draft of the Policies will be prepared by The Provincial Land Use Policies Review Committee for the adoption process


  15. Question: When will the rewrite be completed/adopted as regulation?
  16. Answer: It is anticipated that a final draft of the PLUPs will be prepared for adoption by regulation in the Fall of 2009.


  17. Question: Are local authorities expected to bring their development plans into conformance with the new PLUPs, once they are in effect? How will this occur?
  18. Answer: It is anticipated that local development plans will be made generally consistent with the new PLUPs over time, through development plan amendments, five year reviews, and as new plans are adopted.
