Introduction

The Manitoba Mineral Exploration Assistance Program (MEAP) provides financial assistance for non-fuel mineral exploration in Manitoba. This assistance program is designed to increase exploration and to stimulate activities that may lead to the development of new mines and industrial mineral deposits. The program is available to companies or individuals proposing exploration projects in Manitoba. The Program is authorized under The Mines and Minerals Act.

Funding of over $7.5 million has been identified for the Mineral Exploration Assistance Program (MEAP) for a three-year period beginning April 2008. Program funds will be made available for two offering per year. Anticipated dates of the offering are as follows:

The higher percentage for the Northern areas is in consideration of the area’s limited infrastructure and higher cost of conducting exploration.

The higher percentage for the Lynn Lake/Leaf Rapids and Snow Lake areas is in consideration of imminent or recent mine closures. This consideration will be evaluated annually.

Total assistance under MEAP will not exceed $400,000 per recipient, per fiscal year (April 1 to March 31).

MEAP Assistance per Region

The MEAP program provides assistance of up to 25% of approved eligible expenditures to a maximum of $300,000 per recipient, per fiscal year. Maximum per project is $200,000.

The MEAP program offers up to 35% of approved eligible expenditures to a maximum of $400,000 per recipient, per fiscal year for projects proposed in the Northern areas and Lynn Lake/Leaf Rapids and Bissett areas of Manitoba. Maximum per project is $200,000.

Summary - MEAP Application Procedures

STEP 1:

MEET THE QUALIFICATIONS:

Applicant must:

  • Have the Legal Right to carry out exploration
  • Be Registered to conduct business in Manitoba
  • Be in compliance with Manitoba Acts and Regulations
  • Ensure project meets all the eligibility criteria

STEP 2:

APPLY FOR ASSISTANCE:

Submit a completed (in full) Application for Assistance consisting of:

STEP 3:

SUBMIT APPLICATION BY DEADLINE:

  • Submit the complete Application for Assistance by 4:30 p.m. of the announced offering date.
  • Application should be forwarded to the MEAP Coordinator.

NOTE: LATE, INCOMPLETE or FAXED applications will not be accepted.
 

STEP 4:

RECEIVE NOTIFICATION OF RESULTS:

MEAP will provide notification of results. If approved:

  • Applicants will be notified if the amount of assistance allocated &
  • Written notification (including Exploration Assistance Agreement) will be forwarded to the applicants.

The approved applicant is encouraged to contact and discuss the exploration activities with local First Nation communities.
 

STEP 5:

SIGN EXPLORATION ASSISTANCE AGREEMENT:

The approved applicant must enter into an Exploration Assistance Agreement with the Manitoba Government by signing and returning the Agreement within 30 days of receipt
 

STEP 6:

COMPLETE THE PROJECT:

  • Complete exploration plans as detailed in approved application
  • Submit all required information and reports as specified in the Exploration Assistance Agreement including the Interim Report
  • if unable to carry out proposed exploration, notify the MEAP Coordinator as soon as possible.

STEP 7:

APPLY FOR PAYMENT OF ASSISTANCE:

  • Complete and submit the application for payment of assistance (Final Report) consisting of:
    - Form 2
    - Actual Expenditures - Schedule B (including all supporting invoices, receipts, time logs etc.), and
    - A Report of Required Work or Summary Report
  • Submit all required reports by the deadline date.
STEP 8:

RECEIVE PAYMENT OF ASSISTANCE:

  • Assistance payments will be issued after the Report of Work and accompanying data have been reviewed and the expenditures have been verified.
  • Assistance will be based on the actual eligible expenditures and will not exceed the amount allocated as specified in the Exploration Assistance Agreement.
STEP 9:

KEEP RECORDS:

  • Retain all records.
  • Manitoba reserves the right to audit.

To Qualify for the MEAP Program

To qualify for MEAP assistance, the applicant must:

  • Have the legal right (as defined in The Mines and Minerals Act) to carry out exploration on the project property for which assistance is being sought. The applicant must provide a list of claims or mineral dispositions, (i.e., licenses, leases, option agreement with mineral disposition owner, non-casual quarry permit, etc.), or if the project is conducted on open crown land, a detailed description of the land location is required. 
     
  • Be registered, or become registered to conduct business in Manitoba within 30 days of Manitoba’s written notification of approval of an assistance allocation.
     
  • Be in compliance with Manitoba Acts and Regulations. Applicants not in compliance with any Manitoba Act, regulation, or the Exploration Assistance Agreement, or who become non-compliant during the period of the Project, may not qualify for assistance.
     
  • Project must meet the eligibility criteria (see below for a listing of eligible and ineligible expenditures and activities.)
     
  • In general, the applicant must also:

    - Submit a completed application by the offering deadline,

    - Receive approval from & enter into an Exploration Assistance Agreement with the Government of Manitoba,

    - Carry out exploration as detailed & approved in your application,

    - Provide all reports and information according to the requirements and timeframes as specified in the Exploration Assistance Agreement, &

    - Submit a complete application for payment of assistance.

Eligibility Criteria

MEAP offers financial assistance for:

  • non-fuel / mineral exploration,
     
  • exploration conducted within the timeframe of the MEAP offering, &
     
  • eligible expenditures & activities. Below is a listing of eligible and ineligible expenditures & activities.

ELIGIBLE

  • Non-fuel / mineral exploration
     
  • Exploration conducted within Manitoba
     
  • Exploration conducted within MEAP timeframes
     
  • Preliminary Exploration, which for the purposes of MEAP, includes all field activities carried out to search for, discover, and establish the approximate dimensions of a mineral deposit.
     
  • Advanced Exploration, which for the purposes of MEAP, includes field activities carried out that will contribute to the development of a complete three dimensional model of the mineralized zone/mineral deposit, through in-fill drilling, surface trenching and drilling the zone at depth (see ineligible list for some exceptions).
     
  • Bulk Sampling & Analyses for quarry minerals, as defined under the Mines and Minerals Act excluding construction aggregate
     
  • Line cutting
     
  • Drilling (includes underground drilling if no production has taken place in the last five years)
     
  • Assaying – including shipping /courier charges
     
  • Geological and geochemical surveys
     
  • Downhole, ground and airborne geophysics
     
  • Till sampling
     
  • Travel related to mobilization and demobilization within the province of Manitoba
     
  • Compilation of field data
     
  • Cost of engaging local communities as part of exploration program
     
  • Project Salaries supported by detailed time logs
     
  • Daily Living Allowance (maximum $100 per day & includes commercial accommodations, food and camp expenses for days worked in the field)
     
  • 5% Administration fee of total actual eligible expenditures (covers camp and office overhead including communication costs such as phone, fax, courier, etc. & 3rd party adm. charges)

INELIGIBLE

  • For the purposes of MEAP, Advanced Exploration is eligible except for the following activities:

    - excavation of an exploration shaft, adit or decline

    - construction of an all weather access road to an exploration site

    - diversion, alteration or damming of a natural watercourse for purposes of bulk sampling, mine development or mining

    - bulk sampling excepting quarry minerals (quarry minerals as defined under the Mines And Minerals Act excluding construction aggregate)
     
  • Metallurgy – such as metallurgical testing, ore treatment, ore dressing
     
  • Preparation (including road building) for bulk sampling and mining development
     
  • Activities related to the exploration for sand, gravel, crushed rock for construction purposes and oil or gas.
     
  • Activities deemed to be related to bringing a deposit into production
     
  • * Exploration on a lease where mining is taking place or as approved by Manitoba Government. See note below.
     
  • Fees relating to staking and/or recording a mineral disposition
     
  • Travel / transportation outside Manitoba
     
  • Compilation of data prior to commencement of field activities
     
  • Expenses and fees related to management or financing of the project including accounting and legal fees (both on & off-site).
     
  • Preparation of MEAP application.
     
  • Feasibility study
     
  • Exploration equipment purchases.
     
  • Goods and Services Tax (GST)

     
* NOTE:  MEAP funding may be available for exploration on a lease where mining is taking place. The proposed exploration program will be considered if the exploration takes place a distance of 1 km or more from the head - frame/portal of an active mine, and, in the opinion of the Department, the exploration is not considered related to an active mine.

To Apply for MEAP

If you meet all the qualifications, you may apply for MEAP assistance as follows:

Complete and submit the Application for Assistance to the MEAP Coordinator. A complete application consists of:

  • Application for Assistance - Form 1

    Complete the form in detail:


    -  Attach additional pages for Part 4 – “Proposed Exploration Project – Information”. Refer to the form for a list of required information and please ensure that all information is provided.

    -  Attach Corporate Information as requested in Part 5.

    NOTE: All items under Part 4 and Part 5 must be completed in full for the application to be considered.

    Sign - must be signed by applicant’s authorized signing authority.
     
  • Estimated Expenditures - Schedule A– Estimated Expenditures should be reasonable and conform to industry standards.

PLEASE NOTE:

Incomplete applications will not be approved.

  • It is the responsibility of the applicant to complete the applications for assistance and payment. Applications will not be completed in full or in part by department staff.
     
  • Photocopies will not be accepted.
     
  • NOTE: In some situations, minor clarification or revisions maybe required. If so, the applicant maybe requested to provide additional information. A reasonable amount of time will be provided for the applicant to complete the request. If the information provided is still not satisfactory or if the timeframe has not been met, the application will then be considered INCOMPLETE and will not be approved.
     

Late applications will not be accepted:

  • Application must be received by the offering deadline.
     
  • Completed Applications for Assistance under MEAP must be received no later than 4:30 p.m. of the offering deadline date.
     

Repeat applications may not be accepted:

  • Applications will not be approved if the same project or substantially the same project has received approval on at least two previous occasions and the project was substantially incomplete or not carried out. This does not include continuations of an on-going project where a large percentage of the project is completed each offering.
     

When to Apply for MEAP

  • There are generally two offerings per year and correspond to the typical spring /summer and fall / winter mineral exploration phases.
     
  • Ensure you submit a completed application for assistance for approval by 4:30 p.m. of the announced offering date. Anticipated offering dates and reporting timeframes are as follows:

Review of Applications, Approval & Notification Process

The MEAP Review Panel reviews all applications received each offering. There are a few steps in the approval process before the applicant is notified of approval and of the amount of assistance allocated.

NOTE: The Government of Manitoba may, in its absolute discretion, determine which exploration expenditures are eligible for payment and which are not.

STEP 1: MEAP Panel meeting is conducted to review all applications.
The panel considers the following information when assessing applications:
  • Activities proposed must be eligible
     
  • Proposed costs are reasonable for the area (within industry standards)
     
  • In the event of an over subscription of an offering, the MEAP panel will:

    a)  only consider drilling/exploration on identified targets

    b)  reduce the amount of assistance approved for each project pro rata.
     
  • In all cases, the MEAP panel will assess applications based on the information provided. If minor clarification or revisions are required, additional information maybe requested however it’s highly recommended that applications be clear, concise, current and relevant to the exploration program proposed. 

    Incomplete applications will not be approved.
     
  • It is the responsibility of the applicant to complete the applications for assistance and payment. Applications will not be completed in full or in part by department staff. Photocopies will not be accepted.
STEP 2: A further panel meeting may be held to review any updated applications i.e. which may have been revised as a result of the panel requesting further information or recalculation of exploration expenditures.
 
STEP 3: Once all applications have been approved by the panel, a final list of successful applicants is forwarded to the Manitoba Government for final approval.
 
STEP 4: Upon receipt of final approval, the applicants are notified as soon as possible and the Exploration Assistance Agreements are forwarded where appropriate.
 

If approved:

  • If approved, the applicant will receive notification of approval and of the amount of assistance allocated from the Manitoba Government.
     
  • Written notification of approval including an Exploration Assistance Agreement will be mailed to each applicant.
     
  • The applicant must enter into an Exploration Assistance Agreement with the Government of Manitoba. The Agreement must be signed and returned within 30 days of the written notification of approval for assistance allocation.

NOTE: In the spirit of The Manitoba Minerals Guidelines, “Building Relationships and Creating Opportunities, Guiding Principles for Success” the applicant is encouraged to contact and discuss the exploration activities with local First Nation communities.

If not approved:

  • The applicant will receive written notification identifying the reason the MEAP Review Panel did not approve assistance for the applied project (all reasonable attempts will be made to assist applicants during the application process).

Requirements once approved project is underway &/or complete:

  • Exploration must be completed no later than the date specified in the Exploration Assistance Agreement.
     
  • If the Recipient is unable to carry out the exploration project the MEAP Coordinator must be notified as soon as possible.
     
  • Submit all information and reports as required i.e. Interim reports
     
  • If exploration is completed prior to the date specified in the Exploration Assistance Agreement, submit a final application for payment as soon as possible. Earlier submission of final reports may result in accelerated assistance payment.

If changes to the approved project are requested:

  • Prior to the implementation of any changes to an approved project, MEAP must be notified, in writing, of the proposed change and be authorized by the MEAP panel. If the change is approved, the written notification will be considered an amendment to the Exploration Assistance Agreement. (as per section 2 of the General Conditions).

To request (submit) for payment of assistance:

  • Once the project is complete or the MEAP timeframe has occurred (as specified in the Exploration Assistance Agreement), it is the responsibility of the applicant to complete and submit the application for payment of assistance (Final Report).
     
  • Complete and submit the MEAP Final Report to the MEAP Coordinator.

The final report consists of:

- Application for Payment of Assistance - Form 2:

  • Must be signed by applicant’s signing authority.

- Summary of Actual Expenditures - Schedule B:

  • Schedule B must be accompanied by a detailed list of the actual expenditures incurred during the Project. Please ensure the calculations of actual expenditures on Schedule B are accurate. Receipts, invoices and time logs to support the expenditures must also be submitted. (The Mineral Exploration Assistance Program reserves the right to request additional accounting documents supporting MEAP claims and expenditures.)

- A Report describing the work completed. There are two options for reporting:

  1. A Report of Required Work, as described in Manitoba Regulation 64/92, must be filed with the Director of Mines in the following situations:
    (a) the work was conducted on open Crown Land;
    (b) the work will not be filed for required work credits; or
    (c) the work will be filed for required work credits against the properties reported on. In this case, two copies of the Report of Required Work must be filed along with an Application to Report and Apply Required Work (MB5),
     
  2. Complete a Summary Report with a brief description of exploration activities carried out, the dates the work was conducted, recommendations and conclusions. This will be acceptable provided a Report of Required Work, as described in Manitoba Regulation 64/92, will be submitted at a later date for required work credits.
  • Please make reference to your assigned MEAP identification number on the report.
     
  • It is not necessary to submit a report to MEAP a Report of Required Work is filed with the Director of Mines.
     
  • All reports submitted under MEAP will remain confidential as per The Mines and Mineral Act.
     

      If Applying for Work Credits against the Mineral Disposition:

  • Please note, that a Report of Required Work filed with MEAP will not automatically be considered for work credits to be applied against the mineral dispositions on which the work was conducted.
     
  • If the Report of Required Work filed is also for work credits against the Mineral Disposition, please include a completed Application to Report and Apply Required Work (MB5).

Request for payment of assistance must be received by the deadline as specified in the Exploration Assistance Agreement.

If exploration is completed prior to the date specified in the Exploration Assistance Agreement, submit a final application for payment and report of work as soon as possible. Earlier submission of final reports may result in accelerated assistance payment.

Assistance payments will be issued after the MEAP Final Report and all accompanying data have been reviewed and the expenditures have been verified. Assistance will be based on the actual eligible expenditures and will not exceed the amount allocated as specified in the Exploration Assistance Agreement.

Retain all records as Manitoba reserves the right to audit.
 

Additional MEAP information:

Inspections (Section 6 of the General Conditions)

  • Site inspections may be undertaken during the duration of this Agreement. The Recipient agrees to give access to Manitoba's representatives, at Manitoba's risk and expense, to visit the site where the Project activities funded under this Agreement are being carried out, for the purpose of reviewing work relating to the expenditures approved under paragraph 4(b) of the Agreement. On-site documentation must be made available to the inspector.

Audits (Section 12 of the General Conditions)

  • Manitoba reserves the right to audit or cause to have audited the accounts and records of the Re-cipient to ensure compliance with the terms and obligations of the Agreement, and the Recipient shall make available to such auditors any records, documents and information that the auditors may require. The scope, coverage and timing of such audit shall be as determined by Manitoba and if conducted may be carried out by employees of Manitoba or its agent(s).
     
  • Manitoba shall keep all information learned in the course of such audit confidential and shall not use such information for any purpose other than in connection with ensuring Recipient's compli-ance with the Agreement.
