October 16, 2020 Interim Phosphorous Reduction Plan and Upgrade Process Requirements
The City of Winnipeg and Environment and Climate Change are co-chairing two committees to oversee the upgrades at the North End Water Pollution Control Centre to meet the Manitoba Water Quality Standards, Objectives and Guidelines and the City's Environment Act Licence:
Project Steering Committee includes representatives from the City and provincial government organizations with regulatory authority and is responsible for submission of monthly progress reports until commissioning of the completed facility. In addition, the following deliverables were required to be submitted by the steering committee:
- By December 31, 2019: Summary of activities already undertaken by the City toward implementation of interim phosphorus reduction and full upgrades to the facility.
- By January 31, 2020: Interim phosphorus reduction plan for immediate implementation.
- By January 31, 2020: Implementation plan with realistic timelines for the complete upgrade of the facility to meet all licence conditions.
Project Advisory Committee includes representatives from the City and provincial government departments (Environment and Climate Change, Agriculture and Resource Development, Municipal Relations) as well as International Institute of Environment and Climate Change, Lake Winnipeg Foundation, Lake Winnipeg Indigenous Collective, and the South Basic Mayors and Reeves and is responsible for providing ongoing advice to the Project Steering Committee on progress towrards nutrient reductions at the facility.
