Crown Services

The Crown Services Secretariat provides strategic, regulatory, and policy support and oversight for the Crown corporations governed by The Crown Corporation Governance and Accountability Act. The secretariat supports the minister in effectively carrying out her responsibilities with respect to Crown corporations. The secretariat also provides a training program for appointees to agencies, boards, and commissions to support the governance of these organizations and maintain public confidence.  


Manitoba Hydro, Manitoba Public Insurance, Manitoba Liquor and Lotteries, Manitoba Centennial Centre Corporation, and Efficiency Manitoba are all Crown corporations under governance of the act.

To excel in supporting Manitoba's Crown corporations helping them to effectively, efficiently and economically carry out their mandates on behalf of all Manitobans.

What We Do

There are currently five Crown corporations governed by The Crown Corporation Governance and Accountability Act with the following principal reporting requirements:
  • A Roles and Responsibility Record
  • Annual Business Plans
  • Quarterly and Annual Financial Reports
Additionally, the act provides for the issuing of Ministerial Mandate Letters and Directives to the Crown corporations to promote alignment with government priorities and policy.  


The secretariat consists of two units:

  • The Policy Unit prepares documents, manages legislative and regulatory needs, provides analysis of major capital proposals and liaises with Crowns to address concerns of Manitobans.
  • The Regulatory Unit ensures compliance with reporting requirements of the act, and provides analysis and advice with respect to business plans, capital plans and other major decisions that boards of the Crown corporations may make.   

Board Training Program

The secretariat is also responsible for managing and overseeing a robust board governance training program for agency, board and commission appointees. Board training programs include: 
  • Roles and Responsibilities of Effective Boards (an introductory course for new Board members)
  • The Fundamentals of Tribunal Decision-Making (for members of quasi-judicial and administrative tribunals)
  • Financial Essentials for Directors
  • The Role of the Board in Risk Oversight
  • Director Liability for Public Sector Agencies, Boards and Commissions
  • Board Evaluation and Governance Assessment
  • Special Topics in Governance:  The Audit Committee
