Service Licensing

All Emergency Medical Services operating in Manitoba MUST be licensed by Manitoba Health's Licensing and Compliance Branch. This includes all Air, Land, Stretcher and Site service providers as per the Emergency Medical Response and Stretcher Act PART 1, Section 2(1) and 2(2).

Licence required to operate emergency medical response system or stretcher transportation service
2(1)  No person shall operate an emergency medical response system or a stretcher transportation service without a valid licence to do so.

Licence required to provide emergency medical response services or act as stretcher attendant
2(2)  Subject to the regulations, no individual shall provide emergency medical response services to a patient or act as a stretcher attendant without a valid licence to do so.

In order to obtain a license to operate within the EMS system in Manitoba an application must be submitted to then Licensing and Compliance Branch. Once the application and required documentation has been submitted a thorough review of the documentation will take place by a Quality and Standards Officer. Once all of the required documentation has been approved by a Quality and Standards Officer a physical inspection of all EMS equipment, vehicles operational locations and head office will be conducted.

A license will be approved once all requirements have been met and have been approved by the Minister.

All licenses are valid for 1 year or until December 31 of that year.
