Manitoba Motor Carrier Enforcement (MMCE) is a progressive specialized government law enforcement agency that serves the province of Manitoba. MMCE is a branch of Manitoba Transportation and Infrastructure that promotes compliance of safety regulations within the commercial transport sector.

MMCE enforces acts and regulations designed to improve vehicle and driver fitness to protect public safety, the environment and highway infrastructure. The effectiveness of our educational, enforcement and inspection programs motivates and facilitates safe operators, thereby securing safer highways for Manitobans.

Roles within MMCE:

All Motor Carrier Enforcement Officers, (MCEOs), are provincially appointed peace officers and are based throughout the province at various locations. Our officers are posted to either a Highway Traffic Inspection Station, (“HITS” or “Weigh Scale” facility); or to an assigned Highway Patrol Area. Regardless of the posting location, may it be static or mobile, all of our officers conduct inspections of commercial vehicles, and enforce a variety of provincial and federal laws, statutes and regulations.


MMCE are seeking persons who have experience / education in one or more of the following:

  1. Successful completion of law enforcement / public safety diploma or degree program, or
  2. A minimum of one year experience working as a full time enforcement officer, or
  3. A minimum of one year experience inspecting commercial vehicle mechanical components, having successfully completed an Automotive Technician or Heavy Duty Mechanic diploma or Red Seal program; or
  4. A minimum of one year experience working as a full time Commercial Truck Driver, having successfully completed the M.E.L.T. program

Basic requirements

  • Applicants must pass a written pre-screening examination assessment
  • Must be proficient in English
  • Required to work shift work including evenings, weekends and statutory holidays
  • Required to work in a team environment and independently, both in urban and rural, and possibly in isolated settings
  • Required to operate an emergency equipment-equipped patrol vehicle in all weather and traffic conditions

Conditions of employment

  • Must have no criminal record
  • Must provide and maintain a satisfactory Child Abuse Registry Check
    • Note: Applicants will be subject to eference checks and an enhanced background investigation
  • Must be able to satisfy an enhanced security check conducted by Manitoba Justice.
  • Must satisfy Vision and Hearing testing.
    • Vision and Hearing standards will be provided as part of the application process.
    • All costs related to hearing and vision testing will remain the responsibility of the applicant.
  • Must provide a satisfactory medical fitness report(s).
    • The required medica assessment reports will be provided as part of the application process.
    • All costs related to medical appointments, and the completion of associated medical reports will remain the responsibility of the applicant.
  • Must have a valid class 4 driver’s licence in good standing, or be able to obtain a valid Manitoba class 4 driver’s licence within 30 days of hire
    • Must have no more than 5 demerit points as documented on a driver’s abstract
    • For out of province applicants, you must have the equivalent class of driver’s licence in your jurisdiction or be able to obtain a valid Manitoba class 4 driver’s licence within 30 days of hire
    • All costs related to obtaining and submitting a required Driver’s Abstracts will remain the responsibility of the applicant.
  • Must be physically capable of performing all functions of the position, including crouching, bending, climbing, twisting, standing/sitting for prolonged periods, working in confined spaces (i.e., vehicle undercarriage inspections), medium to heavy lifting, as well as carrying heavy equipment for a distance.
    • This is measured by the candidate’s ability to successfully pass an independently administered “Physical Abilities Requirements Evaluation” or “PARE” during the application / hiring process. All costs related to Physical testing will remain the responsibility of the applicant.
    • On-going evolutions of MCEOs physical abilities will be carried out on an annual basis and will be conducted as part of the mandatory “Use of Force” re-certification / testing.
  • Must be able to work alone / work in remote locations / work independently
  • Must be able to work shift work including days, over-nights, evening, nights, weekends, and statutory holidays.
  • Must be Certified Commercial Vehicle Alliance (CVSA) NASI. Candidates who are not yet certified, must obtain CVSA accreditation within first 12-18 months from commencement of employment.
    • New MCEOs will be provided with this training as part of their on-boarding to the agency.

Out-of-town applicants:

The selection process for out-of-town applicants will require that they travel to Winnipeg on several occasions. All travel and relocation costs will be the responsibility of the applicant.

  • Trip 1: Written Pre-Assessment Examination (may be done virtually if circumstances dictate and if approved by MMCE)
  • Trip 2: Physical Abilities Test
  • Trip 3: Interview (may be done virtually if circumstances dictate and if approved by MMCE)

Written Testing:

The MMCE pre-screening assessment examination is a written test, which is a 90 minute test that measures an applicant’s understanding the following:

  • Reading Comprehension
  • General writing skills, sentence structure, spelling, grammar, punctuation and vocabulary
  • Mathematics, including problem solving and calculations

Physical Testing:

Prior to participating in any physical testing, all applicants must have completed and submitted their completed Medical Clearance documentation to the Manitoba Public Service Commission as directed by MMCE administrative staff.


Training:

All successful MCEO applicants are required to attend a Recruit Class located at our Winnipeg Office on Sargent Avenue.

Recruits are full-time employees and receive salary and benefits during training. Recruit training is covered through both classroom training and practical exercise in the field. Recruit training will normally be Monday to Friday (excluding holidays) and consists of thirteen (13) weeks in class. On occasion, recruits may be required to attend and participate in practical exercises on Saturdays and or Sundays.

Recruit classroom training includes, (but not limited to):

  • Introduction to law and regulatory enforcement;
  • Report writing / note taking;
  • Orientation to commercial vehicles;
  • Use of force training (Practical);
    • This includes personal defensive tactics, hand-cuffing, and the use of a baton, o/c spray, and a conducted energy weapon, (“CEW” or “Taser”).
  • Tactical Communication;
  • Tactical Traffic Stops;
  • Acts and Regulations;
  • Cargo Securement;
  • Weights and Dimensions;
  • Hours of Service;
  • The operation of Speed Timing Devices;
  • Transportation of Dangerous Goods; and
  • Testifying in Court

Upon graduation from the classroom portion of the recruit training, officers are then deployed to their assigned postings where they will receive field coaching from senior MCEOs.

New officers are then required to participate and successfully complete the Commercial Vehicle Safety Alliance (CVSA) Inspector training within their first 9-18 months of employment, (in order to become a certified CVSA inspector). This annual certification is mandatory for all MCEOs to remain employed with MMCE as an MCEO.


Probationary period:

MCEOs must satisfactorily complete a probationary period of six-months from the date of appointment.


Additional training opportunities:

MMCE supports and encourages their officers to continue their training and education. Numerous opportunities are provided for all enforcement personnel to participate in.


What MCEOs do:

  • Enforce legislation, such as the Highway Traffic Act and regulations, Transportation of Dangerous Goods Act, Cargo Securement, Commercial Drivers Hours or Service Regulations, Weights and Dimensions, Speeding, etc.
  • Educate commercial drivers and carriers on regulations and safety practices
  • Stop and inspect commercial vehicles and/or commercial drivers for safety violations
  • Issue violation tickets and inspection notices
  • Conduct and participate in investigations
  • Ensure commercial vehicles are within proper weights and dimensions and that commercial drivers have the proper licences and permits
  • Perform patrols in marked MMCE Highway Patrol vehicles to ensure commercial vehicles are operating safely on highways, including the use of seatbelts, and the enforcement of distracted driving laws.

Salary

Candidates may be hired at the MC1, or MC2 employee category, dependent on certifications, training and experience.

The CURRENT 2025-2026 Collective Agreement wages are as follows::

  • MC1 – MCEO Salary: $60,772 – $70-706
  • MC2 – MCEO Salary: $72,501 - $92,807

The 2026 – 2027 Collective Agreement wages are as follows::

  • MC1 – MCEO Salary: $62,588 – $72,835
  • MC2 – MCEO Salary: $74,671 - $95,583
